Purpose of consultancy

The Consultant will provide epidemiological, data analytics and information management input to Analytics team within Epidemiological Pillar of the WHO HQ coronavirus disease (COVID-19) Incident Management Support Team (IMST).

Background

The World Health Organization is carrying out surveillance of COVID19 and other respiratory diseases. One of the objectives of this surveillance is to collect, collate and analyze the virological and epidemiological data to be able to give a global overview of the situation. All this data is managed in a data warehouse. While data reporting through the countries is ongoing, there are also publicly available data that we would like to leverage, triangulate and analyze in conjunction with already collected data. Continuous data management and follow up, as well as the regular analysis of the data and adaptation/development of outputs are essential to obtain good information for public health decisions.

Deliverables

  • Deliverable 1: Provide technical input to automate of epidemiological analyses, including the automation of recurring analysis requests and processes through the development and maintenance of standard programs, scripts, analytical products and interactive applications (expected by end of consultancy)
  • Deliverable 2: Undertake analyses of epidemiological characteristics of variants of concern and variants of interest, using GISAID and other epidemiological data, including trends, transmissibility, severity (expected by end of consultancy)
  • Deliverable 3: Facilitate the write up of methodological approach to identifying situations of concern, for external publication (expected by mid-consultancy)
  • Deliverable 4: Develop and enhance analytical frameworks for acute events, including but not limited to COVID-19 (expected by end of consultancy)
  • Deliverable 5: Facilitate teaching and training on analytics using R to support capacity building endeavours of the analytics team (expected by end of consultancy)

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:
First university degree in epidemiology, mathematics, statistics, database management or public health from an accredited/recognized institute.

Desirable:
Advanced degree in the above-mentioned disciplines.

Experience:

Essential:
At least 2 years of experience in epidemiology and public health, including experience in conducting epidemiological investigations/analysis for disease outbreaks.

Desirable:

  • Demonstrated experience in COVID-19 surveillance or response activities related to the terms of reference above.
  • Experience in mathematical modelling of infectious diseases.
  • Previous experience in UN organizations/agencies, health cluster partners, recognized humanitarian organizations, international institutions or nongovernmental organizations, particularly in developing countries.

Skills/Knowledge:

  • Proficiency in database management and statistical analysis.
  • Proficiency in R software for data management and analysis.
  • Knowledge of mathematical modelling.
  • Knowledge secondary data review, survey designing and implementation, monitoring and evaluation systems design or use, and public health information management.
  • Sound writing skills.
  • Ability to deliver within the agreed timelines with utmost quality.
  • Proactive, flexible, resourceful and able to work independently.
  • Good interpersonal skills with the ability to think and act quickly, sometimes under pressure and yet remain effective.
  • Good planning, co-ordination and organizational skills.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
