Purpose of consultancy

The Consultant will provide data analytics and epidemiological expertise to the Analytics team within Epidemiological Pillar of the WHO HQ coronavirus disease (COVID-19) Incident Management Support Team (IMST).

Background

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

The WHE Response division (WRE) is responsible for rapidly detecting and responding to health emergencies while leveraging relevant national and international partnerships, ensuring that emergency-affected populations in acute and protracted emergencies have access to essential health services and that systems are maintained and strengthened in fragile, conflict and vulnerable settings while implementing at scale, proven prevention strategies for priority pandemic/epidemic-prone diseases.

As a key member of the COVID-19 Analytics team within the COVID-19 Epidemiology response pillar, the main thrust of the work of the Epidemiologist is to undertake in-depth analyses and synthesise evidence around critical epidemiological questions, as well as support the improvement of analytical tools and methods relevant the analysis of epidemiological features of the pandemic.

Deliverables

  • Deliverable 1: Undertake epidemiological analyses, including in-depth analyses and interpretation of trends and transmission dynamics locally and globally beyond descriptive outputs, synthesis, and generation of evidence around key epidemiological features relevant for policy, including transmission dynamics, mortality, risk factors for transmission and severity in the context of new variants, and key epidemiological parameters.   • Deliverable 2: Write up epidemiological summaries on key priority topics, such as new variants and epidemiological situation of concern. This may include literature reviews, desk reviews, and secondary data analysis, in the format of briefing materials and information products, such as short epidemiological summaries, weekly epidemiological updates, and scientific manuscripts, as appropriate.   • Deliverable 3: Facilitate other functions under the broader remit of the Epidemiology Pillar determined by the Pillar/sub-Pillar Leads and Coordinators. Depending on the scope of response and other emergency needs, the consultant may be reassigned to support other aspects of the emergency. (Expected by end of consultancy)

Qualifications, experience, skills and languages

Educational Qualifications:

Essential:

An advanced university degree in Epidemiology, Public Health, Statistics or other related field.

Experience:

Essential:
At least five years' experience in epidemiology, public health, information management, with proven field experience in epidemics or public health emergencies.

Desirable:
Experience with WHO or UN Agencies.

Skills/Knowledge:

  • Sound epidemiological and analytical skills.
  • Proficiency in R software for data management and analysis
  • Knowledge of secondary data review, survey designing and implementation, monitoring and evaluation systems design or use, and public health information management.
  • Sound writing skills.
  • Ability to deliver within the agreed timelines with utmost quality.
  • Proactive, flexible, resourceful and able to work independently.
  • Good interpersonal skills with the ability to think and act quickly, sometimes under pressure and yet remain effective.
  • Good planning, co-ordination and organizational skills.

Languages required:

Essential:
Expert knowledge of English.
