Role objectives

All design work under this ToR is related to rehabilitation and/or extension of water production and distribution facilities and low cost-small scale sanitation systems. The work does not include the design of conventional water or sanitation treatment facilities.

  • Prepare designs of water supply and sanitation projects, including intake/source development, transmission and distribution systems, pumping stations, reservoirs and other parts of water supply and sanitation systems, including low-cost small-scale fecal sludge management facilities, and also the operation modality and plan component for system functionality;

  • Key areas of work will include but not be limited to:

    • Identify suitable water sources and design of intakes/source structures.
    • Advise on the technologies most appropriate for the local needs, institutional capacity, environment, sustainability, and operation and maintenance such as gravity-fed, solar-powered and other types of systems.

    • Design water transmission lines and required hydraulic equipment such as air valves, break-pressure systems, simple pumping systems, power supply, hammer system and related components  of water supply schemes,

    • Design and determine pump specifications, including solar panel and electrical power requirements, inverting systems (if required), and other related infrastructure.

    • Hydraulic analysis of water supply piping systems.

    • Design of distribution network including civil, and electro-mechanical components for pumping booster stations whenever required.

    • Design of chlorine injection systems, including control panels.

    • Design low-cost small scale fecal sludge management projects along with operation plan. Develop detailed BoQs and Bills of Materials for designed projects and their components. 

    • Prepare and develop contract documents for bidding and tendering.

    • Prepare the required technical specifications and cost estimates. 

    • Securing necessary  approvals from the relevant departments and authorities for designs and priorities.  

    • Undertake the assessment of water needs, available resources and the capacity of existing systems and advise on any improvements necessary to achieve and sustain the agreed design and service standards. This may include system upgrades, extensions etc.

    • Review designs done at provincial level, suggest any changes and provide constructive feedback.

    • Capacity building of engineers at national and sub-national levels through on the job or classroom-based training/workshops. 

    • facilitate training and orientation of UNICEF implementation partners and other engineers. 

    • Conduct field visits to support survey teams during the assessments, be available for technical support during assessment and implementation if required.

    • Respond to design queries if any during implementation.

    • Support and provide guidance to the contractors during project implementation. Working closely with engineers of implementing institutes to make sure the projects are implemented and completed in a timely manner, ensuring quality and requirements as per the approved designs (BoQs and Drawings).

    • Support UNICEF WASH in Emergency response.

    • Close liaison with UNICEF WASH team at country and zonal office levels.

    • Support O&M systems, including provision on the job training to mechanics and O&M committee members.

    • Prepare implementation plan for designed projects.

    • Prepare technical specifications for designed projects.

    • Any other relevant tasks, as assigned by the UNICEF WASH Section.

    • Designs of water supply and/or low-cost small-scale faecal sludge management systems prepared with Water CAD, Water GEMS or any other relevant software.

    • Water sources development designs prepared.

    • Solar-powered and gravity-fed systems designs prepared. 

    • Piped network hydraulic designs prepared.

    • Pumping systems designed, and pumps specified.

    • Complete hydraulic analysis done for all  systems.

    • BoQs and BoM, and drawings are prepared.

    • Project’s estimations are prepared.

    • Bidding documents prepared

    • Technical guidance and support provided to the contractors during project implementation.

    • Designs approved by relevant departments.

    • Assessments teams supported.

    • UNICEF programme implementation facilitated and WASH in Emergency response supported.

    • People trained on key topics of water supply systems.

    • Implementation plans prepared for designed projects.

    • Monitoring and supervision visits conducted to the fields.

    Further information
    • A bachelor or higher-level degree in water supply engineering, civil engineering, environmental engineering and/or another relevant field.

    • A minimum of 5 years’ experience in:

      • Planning & Designing of Water Supply System, Including intakes (sources), solar powered system, transmission, and distribution system, pumping systems, water treatment plants, reservoirs, pipes, and flitting's infiltration galleries etc. 

    • Expert Level Skills in Below Software 

      • AutoCAD

      • Water CAD or Water GEMs

      • Auto CAD Civil 3D 

      • Microsoft Office 

    • Good English speaking and writing skills.

    • Experience of on-the-job training and mentoring in water supply skills.

    • Knowledge of national and international standards and codes of water supply systems.

    • Basic knowledge of technical survey and assessment, hydrogeological assessments, groundwater, and related areas.

    • Knowledge of climate change impacts and resilience strategies

    •       Experience of leading and managing water supply projects and design teams.
