Background Information – The Sanitation and Hygiene Fund (SHF)

SHF is a new and innovative Fund dedicated to achieving access to adequate and equitable sanitation and hygiene for all, paying special attention to the needs of women and girls and those in vulnerable situations. To this effect, the SHF’s strategy for the 2022-25 period focuses on at scale implementation of at least basic sanitation and hygiene for those most left behind, including in health care facilities and schools, and on increasing access to menstrual health and hygiene (MHH). The SHF prioritizes market-based approaches to sanitation, hygiene and menstrual health that contribute to developing a thriving sanitation economy which provides financial returns to investors as well as benefits on gender equity and socio-economic, health and environmental returns. By catalysing the sanitation economy in partner countries in Africa and Asia, we seek to incentivise and stimulate new public and private investment into the sector that maximize the efficiency and effectiveness of international development assistance and national investments. 

SHF is a data driven organisation that is making decisions based on the best available evidence and determined to demonstrate its impact transparently. We strengthen national systems for inclusive monitoring and evaluation on sanitation and hygiene. Adhering to WHO/UNICEF Joint Monitoring Programme (JMP) and related sector norms, we support robust and, where appropriate, integrated data gathering to inform assessments and evaluations, and investment decisions. 

We use innovative approaches and methodologies to collect data and monitor country investment readiness, investment case and finance strategy development, and quantify the effectiveness and efficiency of investments covering both economic performance (i.e., value for money) and the gender and human development impacts associated with realising the value of the sanitation economy. SHF results and impact data strengthen country readiness and pipelines, provide critical data for investment planning, implementation and reporting, and ensure that SHF is able to position its impact appropriately to different audiences, including the development financing sector.

Role of the Monitoring and Evaluation Specialist

SHF is seeking a professional who is passionate about understanding and measuring the links between impact investing and SDGs; the impact that finance can have on achievement of the SDGs, and the social return on investment.

Reporting to the Head of Monitoring and Evaluation, and in collaboration with the wider SHF team of country managers and finance specialists, the postholder will contribute to the urgent need to reduce the investment gap in sanitation, hygiene, and MHH that is having negative long-range effects on countries and populations that can least afford it.

The role will support monitoring and evaluation (M&E) systems development including the development of an M&E model and delivery mechanisms applicable to different types of market based interventions and a range of innovative financing mechanisms. 

The role is key to the monitoring and evaluation of SHF funding, leverage and investments against a high-level results framework, considering sustainable investment and the implications of environmental, social and governance (ESG) factors, including resilience, and diversity, equity and inclusion (DEI), along with other impact factors. 

The role specifically works to strengthen the quality, availability and dissemination of country, economic and programmatic data including through the SHF results dashboard, and provides investment analysis to inform decision making. 

The role plays a key role in closing data gaps, evidence building and intervention proof building.

The M&E team supports SHF to foster a strong utilization focus and greater transparency as part of an evidence-based culture.

Functional Responsibilities

1. Monitoring and evaluation

  • Contribute to M&E systems development, and advance  analysis and provide technical support to the development of approaches, indicators, targets and impact benchmarks, including for resilience and sustainability.

  • Develop indicator reference sheets and other M&E-related guidance, tools and templates that facilitate the quality monitoring and reporting of country-level results.

  • Support the collection and consolidation of baseline data and data available through national monitoring systems focusing on indicators to monitor change.

  • Support country portfolio M&E including the development and implementation of results frameworks enhancing the quality and timeliness of reporting and driving value for money, performance and impact.

  • Contribute to innovative analysis of M&E data and data from external sources for accountability, reporting, investment planning, resource mobilization and communication. 

  • Contribute to the development and maintenance of the SHF online dashboard to increase and strengthen access to quality country and programmatic data.

  • Monitor results, lessons and risks, analyze these to determine impact, identify bottlenecks, delays and other M&E-related challenges.

  • Support the country fund portfolio team in driving credible impact sections in country investment cases and pipelines, and contribute to the SHF’s capability in measuring sustainable investment and related factors.

  • Provide data support and information quality assurance to technical, analytical, communication and information materials developed by SHF staff, consultants and suppliers.

  • Support M&E-related capacity building and training activities.

2. Reporting

  • Provide guidance and technical assistance in the area of annual planning, performance monitoring, reviews and reporting, promoting a results mindset and M&E culture.

  • Provide specialist support to the Head of M&E and the Deputy Executive Director in the implementation, monitoring and reporting of mid-term and end-of-year reviews.

  • Conduct data analysis for organizational reports, assessments and data portals.

  • Draft donor and programme reports, telling a data-driven narrative and including financial reporting, for relevant approvals.

  • Support evaluation data collection and identify evaluation findings, conclusions and recommendations, and input them into programme reporting appropriately.

  • Review proposals and progress reports submitted by partners and provide feedback to improve the quality and timeliness of reporting.

  • Ensure alignment of reports with corporate and donor reporting templates and regulations.

3. Knowledge management and innovation

  • Develop tools and systems to analyze and innovatively disseminate strategic and granular information and share best practices and technical expertise.

  • Interact and follow up with the country portfolio fund team to solicit case studies, lessons learned, success stories, and best practices for internal and external sharing.

  • Lead the preparation of success stories and best M&E practices for inclusion in internal and external communication products.

  • Contribute to developing and maintaining the results and impact sections on the SHF website including global results and country pages and a resource library. 

  • Support the development of a results database with data from pre-financing and project funding, external contracts, and other sources.

  • Support M&E procurements and the implementation of  contracts including for strategic evidence building and other data and M&E-related tasks. 

  • Contribute to the development and introduction of innovation to ensure SHF is continually incorporating best practice approaches.

Education/Experience/Language requirements

Education:
  • Master’s degree preferably in economics, finance, public health, international development or another relevant social science discipline with a quantitative orientation is required.
  • A bachelor's degree in economics, finance, public health, international development or another relevant social science discipline with a combination of two additional years of relevant experience may be accepted in lieu of the master's degree.
Experience:
  • Minimum of five years of relevant professional experience in monitoring and evaluation (e.g., working on M&E indicators and systems design, monitoring, evaluation and reporting activities and processes, results and impact measurement) or closely related experience is required.
  • Minimum of two years of relevant professional experience working on the quantitative analysis of large datasets, preferably economic analysis (e.g., cost-benefit analysis, economic impact analysis, return on investment), is required. 
  • Minimum of two years of relevant professional experience working for a fund, foundation, finance facility, development bank, or relevant private sector experience (e.g. sustainable finance practice at a private bank, working for an impact investor), or a closely related experience, is highly desirable. 
  • Demonstrated experience with M&E tool development and/or M&E dashboards is desirable.
  • Demonstrated experience with monitoring and reporting in the sanitation and hygiene sector is desirable.
  • Experience working in a development context is desirable.
Language Requirements:
  • Fluency in English is essential including excellent writing skills.
  • Fluency in French is desirable.
