OBJECTIVES OF THE PROGRAMME

The strategic objective of the Department of Control of Neglected Tropical Diseases is to support Member States to adopt, locally adapt and implement the WHO's new road map for 2021-2030 towards attaining the Sustainable Developmental Goals.

The major departmental functions as identified in the 2019 transformation process are:

(1) To play a leadership role in neglected tropical disease, effectively interacting with other related Departments and across the three levels of the Organization in supporting member states and rallying partners achieve road map goals and targets to reach Universal Health Coverage (UHC) targets enshrined Sustainable Developmental Goals;

(2) To shape the research agenda and promote the generation of evidence to support global guidance for new tools and strategies to achieve impact;

(3) To develop ethical and evidence based global guidance on neglected tropical diseases control and elimination with effective dissemination to support adoption and implementation by neglected tropical diseases programmes, including the concept of One Health, gender, equity and human rights, ensuring that no one is left behind; and

(4) To monitor the progress on neglected tropical diseases, and respond to trends and emerging threats.

DESCRIPTION OF DUTIES

- Leads the Department in providing technical expertise to Member States and other Stakeholders with guidance and technical data required for the development,implementation, and monitoring of national and/or global policies and programmes.

- Provides the overall leadership, management accountability, and direction of the Department in delivering its objectives through managing and galvanizing a diverse workforce and financial resources to optimize the department deliverables and mandate.

- Provides senior level technical advice and expertise to Senior Management in the areaof assigned responsibilities in order to position the Department and Organization as a leader in the respective area.

- Directs and leads overall establishment and development of the Department's evidence based policies and strategies for rollout and delivery for Regional and Country Office implementation.

- Oversees the monitoring and evaluation and reporting of the Department's area of workto ensure development of key performance indicators and global reporting requirements and mechanisms to ensure optimal performance of Department deliverables.

- Serves as the scientific/technical reference among UN Agencies and other key players in the respective areas.

- Promotes the integration of Regional Country Office perspectives and operational capacities into the Department's programme area of work.

- Builds strong partnerships and fosters consensus building with External Partners, Member States, UN Agencies, Donors, cutting edge research institutions and other stakeholders in the subject area to politically position the technical area of work and implementation into national and/or global policies.

- Represents the Organization and Department area of work in a diverse array of global fora to position WHO as a leader in the global health community.

- Positions neglected tropical disease interventions in the context of primary health care and health systems towards achievement of the Sustainable Development Goals.

- Advocates for ensuring stronger country leadership through in corporation of neglected tropical disease interventions in endemic countries' national health plans and budgets.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree in medicine, public health, epidemiology, tropical medicine, life sciences with specialized studies in veterinary or medical entomology.
Desirable: PhD in public health, or social sciences, or epidemiology, or medical entomology.

Experience

Essential: A minimum of 15 years of professional experience in the management of public health systems and/or tropical disease programmes, of which several years in providing strategic level advice and guidance to high level policy and decision makers. At least five years of work experience in managing neglected tropical diseases health programmes at country level. At least five years of experience with proven successful track record of collaboration with a wide variety of partners at an international level including other UN agencies, bilateral development agencies, NGO and the private sector. At least five years of experience working in a diversity of cultural and hierarchical settings (private and public sector, Headquarters, Regional and Country level) and managing substantial human and financial resources, as well as experience in the area of developing and establishing policies and strategies.
Desirable: A dynamic, globally renowned expert on NTD, evidenced by at least 15 publications in specialized peer reviewed publications, proven collaboration and leadership with a wide variety of partners who share the passion for combating neglected tropical diseases.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 114,666 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 7826 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
