Background:
 


In 2020 and 2021, the Mission supported the Government in strengthening the Regulatory Impact Assessment (RIA) framework, designed to enable development of evidence-based legislation. As a continuation to the trainings delivered to implement the Methodology for ex-ante and ex-post Regulatory Impact Assessment in 2020 and early 2021, and in line with the overall Mission and country effort in introducing the gender mainstreaming concept into policy making, as well as in producing gender sensitive legislation, a new, related activity that roots relevance into the National Gender Equality Action Plan, Law on Gender Equality and the PAR Strategy 2018 – 2022 was implemented in 2021. The activity consisted of: training needs assessment and training curricula development, training delivery to central government line ministries and production of a manual with a methodology for introduction of the gender equality concept into RIA.

In 2022 the Mission will pilot the application of gender-sensitive RIAs in the process of making two selected laws. For this purpose, the Mission will engage national expert(s) to facilitate the full application of the existing methodology and propose changes and inputs to ensure that the selected policies are gender sensitive and equally address the needs of both men and women. 
 

Tasks and Responsibilities:


 Under the supervision of the OSCE Portfolio Manager, the National Expert will be responsible for the following: 

  1. To cooperate with the Mission and, under the Mission guidance and coordination with the Ministry of Information Society and Administration (MISA) and the Ministry of Labor and Social Policy (MLSP), develop an activity plan for piloting the gender equality concept into Regulatory Impact Assessment (RIA);
  2. To participate in the working group consisted of Mission, MISA and MLSP representatives for the purpose of gender equality introduction into the RIA process;
  3. In cooperation with MISA and the MLSP and under the guidance of the Mission, to agree on two specific laws that will be used for piloting / introduction of the gender equality concept;
  4. To prepare analysis of the selected laws with specific recommendations on the aspects of the laws that will undergo modifications in order to achieve gender sensitization;
  5. To develop a law specific methodology on introduction of the gender equality concept into RIA and present it for approval to the Mission and the working group;
  6. To apply the methodology for gender-sensitized RIA on the two selected laws in several stages and timeframes as agreed within the working group;
  7. To present the results of the introduction of gender equality into RIA before the working group, the Mission and at the final promotional event to a larger audience and stakeholders.

Deliverables: 

  • Detailed activity plan on the steps for introduction of gender equality into the Regulatory Impact Assessment;
  • Law specific methodology for introduction of gender equality in the Regulatory Impact Assessment; 
  • Piloted two laws and final versions of the laws with gender equality concept introduced.
     

Necessary Qualifications:

  • Citizenship of or permanent residence in the Republic of North Macedonia;
  • Second level university degree  in law, public administration, gender studies or other field of social sciences relevant to the area of engagement;
  • At least 5 years of professional experience, including providing consultancy/expert services, in the field of gender mainstreaming, specifically in implementing gender concepts into institutional policies and laws;
  • At least 5 years of experience in implementing internationally funded project activities;
  • Excellent analytical, communication, presentation, organizational and writing skills; 
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Fluency in English language, spoken and written;
  • Computer literacy.

 

Remuneration Package:

For the services provided, the National Expert will be remunerated at the rate of 100 EUR per day, for a total of up to 25 consultancy days, in total 2500 EUR. 

Payment will be made upon successful completion of all tasks and responsibilities, as per the Terms of Reference.

The foreseen period of engagement will be from July to December 2022.
