OVERVIEW OF THE FUNCTIONS OF THE POST

There are more than 15 million out-of-school children in the Arab region, and over 10 million children need additional education support to continue their learning. COVID-19 exacerbated the Arab region's pre-existing macroeconomic and fiscal imbalances that challenged the resilience and the capacity of public education systems where the COVID-19 related school closures are likely to create a substantial setback to the global goal of halving learning poverty by 2030. 
In order to mitigate further disruptions in education and to support continuous education of vulnerable population including children and youth with disabilities, underprivileged groups, forcibly displaced population and refugees, UNESCO Regional Bureau for Education in the Arab States – Beirut (hereafter referred to as UNESCO Beirut) has been exerting efforts through UNESCO’s comparative advantage in education responses in times of crisis and emergencies.
Against this backdrop, the Basic Education and Literacy Programme Unit at UNESCO Beirut has been working closely with relevant government institutions, sister UN agencies as well as international and local NGOs, CSOs and private sector actors, executing quality education initiatives and projects across the Arab region.
 

PURPOSE

In order to support resource mobilisation and facilitate the management of extra-budgetary projects of the Basic Education and Literacy Programme, including Building Regional Education Resource Packs, Solidifying Regional Action for Right-Based Inclusive Education, Tarbiyah21 initiative and other relevant activities in the Education Sector, the Programme Coordinator shall lead the extrabudgetary projects coordination and implementation and support related initiatives led by the Sector.

DUTIES

Under the overall authority of the Director of the UNESCO Regional Bureau for Education in the Arab States, and the direct supervision of the Senior Education Advisor, the incumbent will coordinate planning and implementation of the extrabudgetary projects in the Basic Education and Literacy Programme, liaise with and strengthen partnership with partners in the Arab region.
Specifically, s/he will undertake the following tasks and responsibilities:
•    Coordinate the project implementation, monitoring, and reporting of the extrabudgetary projects of the Basic Education and Literacy Programme in close collaboration with donors and implementing partners; 
•    Lead communication and coordination among the expert consultants hired through the Unit, ensuring timely submission of quality deliverables according to their contracts;
•    Deliver project management tasks, including ensuring adequate delivery of activities, utilization of funds, timely submission of donor reports, etc.;
•    Coordinate communication with donors and partners and other UN agencies through appropriate coordination and partnership mechanisms;
•    Provide technical assistance in developing new programme proposals of the extrabudgetary projects and relevant activities;
•    Support the development and implementation of communication products and knowledge management plans for the projects in line with UNESCO and donor requirements and guidelines;
•    Identify prospective donors and partners and pursue partnership development and resource mobilization for the further scale up of the projects, in line with UNESCO Beirut’s Resource Mobilization Plan;
•    Participate in relevant meetings and facilitate external and internal communications;

REQUIRED QUALIFICATIONS

Education
•    Advanced university degree (Master’s or equivalent) in social sciences, preferably in education, education planning, basic education, teacher education;
Work experience
•    A minimum of 7 years of progressively responsible and relevant professional experience in the field of education; 
•    Professional experience in project management;
•    Extensive field experience in supporting public education and/or education in emergencies;
Skills and competencies
•    Holistic understanding of sector-wide education development in the Arab region;
•    Solid understanding of the Arab region from political and socio-economic perspectives;
•    Proven ability to work effectively in a team and establish/maintain effective working relations in a multicultural environment, with sensitivity and respect for diversity;
•    Excellent coordination, organisational, networking, partnership building and interpersonal skills;
•    Excellent written and oral communication skills;
Languages
•    Excellent knowledge (written and spoken) of English and Arabic.

DESIRABLE QUALIFICATIONS

Work experience
•    Experience in programme planning, monitoring and evaluation in the context of UN;
Languages
•     Knowledge of French.
