The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

The CEB is currently looking for an experienced HR manager, driven by the social mandate of the Bank, to head up its Human Resources Division. HR is part of the Corporate Services Directorate (CS) which also comprises Information Technology, Missions & Protocol Affairs as well as Facilities Management & Security Divisions.  

The successful candidate will lead and motivate a multicultural team of approximately 10 professionals. S/he will manage the full suite of HR responsibilities: talent acquisition and management, compensation and benefits, including well-being of staff. The Head of Human Resources will be a member of the Corporate Services management team and report directly to the Corporate Services Director.


Main responsibilities:
Advise the Corporate Services Director on the CEB’s HR Strategy, including its alignment to the CEB Development Plan; oversee CEB workforce planning; and ensure that people management remains part of CEB’s continuous improvements.

Manage HR activities and resources in a business partnership with all Directorates, play a key role in change management initiatives, and actively contribute to strengthening the CEB’s culture of diversity and inclusion. Participate in, and when requested lead, relevant strategic cross-Directorate working groups.

Lead and ensure motivation of the team, delegating and overseeing the work team leads, providing guidance and coaching to drive maximum performance and optimise policies, processes and automation in all areas of HR activities:
- talent acquisition, including sourcing, selection, onboarding and retention;
- compensation and benefits, including pay and benefits administration, leave management, well-being support, medical insurance and pension questions;
- learning and development, diversity and inclusion, performance management as well as grading and career progression questions;
- communication to managers and staff; CSR/ESG reporting; and memos to upper management and governing bodies.




Academic background:
An advanced university degree in business administration, human resources, (administrative or employment) law or equivalent.

Professional background:
Demonstrated professional track record, spanning at least 15 years in human resources, and including at least 5 years of team management experience, with demonstrated positive results.
Previous experience from an International Financial Institution (IFI) or another International Organisation (IO), and an established network with peers in IFIs/IOs, would be an advantage.
Strong generalist background with in-depth understanding of a wide range of HR areas, such as compensation and benefits, sourcing and recruitment, people and performance management, conflict resolution and HR legal frameworks.
Excellent analytical and strategic thinking, including an ability to translate concepts and general policy orientation into concrete proposals.
Excellent capacity to develop and maintain an efficient professional network.
Excellent communication, interpersonal and presentation skills.

Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
Knowledge of other CEB member country languages would be an asset.
