UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing relevant policy and guidance to support the results of UNDP’s Strategic Plan. BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas. BPPS supports UNDP and partners to be more innovative, knowledgeable and data driven including in its programme support efforts in close coordination and thematic synergy with the Crisis Bureau (CB).

The SDG integration team (SDGi team) of the GPN’s Bureau for Policy and Programme Support (BPPS) facilitates the delivery of an effective integration offer to countries and the UN Development System, leveraging substantive connections across teams and approaches to complex challenges, leading a new way of working across UNDP’s flagship initiatives, workstreams and capacities.

Knowledge Management Strategy 2022-2025

UNDP’s knowledge and data are extraordinary strategic assets that can be leveraged much more powerfully for development. UNDP’s Knowledge Management Strategy supports the organization to strengthen capabilities and infrastructure to sharpen a knowledge generation; knowledge sharing and knowledge application and calls for a minimum consistent infrastructure to activate knowledge collaboration and peer-learning, increased coordination, standardized common processes, and seamless collaboration among headquarters, regions, and country systems.

Energy

UNDP’s Strategic Plan lays out a bold ambition to ensure that low-carbon, affordable and reliable energy is available to an additional 500 million people by the year 2025, especially for those hardest to reach and in crisis contexts. Energy- Signature Solution 5 focuses on increasing energy access, promoting renewable energy and enhancing energy efficiency. Energy is a priority in UNDP’s current strategic plan as sustainable energy is vital to poverty eradication, social progress, gender equality, low-carbon and climate-resilient development.

Knowledge Networks

Communities of Practice (CoPs) are the corporate mechanism for knowledge sharing, peer learning and sourcing the latest insights to directly support development solutions and come together around and in support of UNDP’s six signature solutions. CoPs are designed to be inclusive and dynamic, leveraging both internal and external knowledge partners to build inclusive communities around UNDP’s main thematic areas of work. Thousands of UNDP’s workforce engage in the CoPs to solve problems, stay abreast of the latest knowledge, share ideas, seek information, and learn.

One of the key thematic areas the new CoP structure aligns to is Energy (Signature Solution 5).

The Community Manager– Energy will report to the Global Knowledge Advisor with matrix reporting to the Director of UNDP Energy Hub and work closely with the Signature Solution 5 anchor teams in the GPN. Annual workplans will be jointly established and cleared by the Team Leader of the CoP. The Community Manager will be integrated in the Energy global architecture and will participate in global coordination meetings.

Position Purpose

Community Manager - Energy plays an important role in fostering strong substantive engagement within and across the CoP, supporting purpose-driven spaces to share and exchange ideas and source development solution. The Community Manager –Energy will work closely with the other 7 Community managers to ensure cross collaboration and integration

S/he works with teams across UNDP’s Regional Hubs, policy centers and Global Policy Network, and relevant partners. S/he manages the development of tools and methods to support countries achieve priorities set out in the Knowledge Management Strategy.

1.) Builds and fosters community learning and knowledge application

  • Works with Global Knowledge Advisor, the Director of UNDP Energy Hub and Regional Team to define CoP value proposition.
  • Scans expertise, skills and substantive solutions and knowledge produced by Country Offices; and connect and encourage people share and collaborate.
  • Serves as a guide for existing members’ queries and provides induction process to new members.
  • Identifies cutting-edge themes for knowledge development, learning and application within UNDP, based on demands from COP members, and other internal and external stakeholders.
  • Sources questions/challenges from the community and provides space for real-time learning to tackle development challenge systematizing and codifying the knowledge in ways that facilitates sharing.
  • Works with the Data Curator to communicate data insights on Signature Solution 5 (Energy) to the community.

2.) Coordinates and supports CoP learning processes

  • Maps interests and cultivates community member learning needs and facilitates access to learning opportunities.
  • Facilitates substantive e-discussions and on/offline events ensuring cross collaboration with other CoPs. 
  • Synthesize insights and structure learning opportunities for the community and conducts annual demand analysis.
  • Develops an annual learning plan for the community together with Director of UNDP Energy Hub and Global knowledge advisor.
  • Builds external knowledge partnerships to deepen UNDP’s practice and ensure access to external networks of experts.

3.) Communicates CoP Results

  • Updates Viva Topic pages with curated knowledge insights.
  • Produces knowledge products and analyses of community work, including blog and reports, creating infographics, videos, and other external and internal-facing knowledge products.
  • Monitor learning plan KPIs and report on them in concise, compelling communications products to demonstrate CoP value.
  • Collaborates with the CoP facilitator to curate content on SparkBlue.
  • Supports regular and creative communication with community members.

4.) Drives innovation in community learning approaches

  • Facilitates learning and bring cutting edge methodologies to the Energy CoP.
  • Designs, review, and tests innovative approaches to learning using SparkBlue features such as crowdsourcing, gamification and blockchain.
  • Keeps informed on latest technological developments related to learning and online communities.
  • Keeps abreast of innovations in other CoPs to learn from and apply as relevant.
  • Conducts internal/external gamification to test or scale up an innovative initiative.

Supervisory/Managerial Responsibilities: Data Curator and CoP Facilitator

Requirements:

Education

  • Master’s Degree in international development, Energy and Environment, Social Sciences, or related area, or
  • Bachelor’s Degree in combination with two additional years of qualifying experience will be given due consideration in lieu of Master’s Degree

 Experience, Knowledge, and Skills

  • Minimum of 7 years with Master’s degree or 9 years with Bachelor’s degree of professional work experience in the energy area, including research, field experience, experience in learning and training, and managing and management of online communities of practice; (required)
  • Experience of working in developing countries (desirable);
  • Proven experience in utilizing digital platforms to support online communities; (required)
  • Experience in organizing and managing events and workshops (desirable);
  • Knowledge of the UN system (desirable);
  • Proven ability to work under pressure with tight deadlines, and to deliver in a timely manner within cost and quality standards; (desirable);
  • Proficiency and proven experience in the use of Microsoft Office suite (e.g. Word, Excel, PowerPoint) is required; and
  • Fluency in English, both written and oral. Working knowledge of another UN language is desirable.
