Introduction

Forearms of Change Centre to Enable Community (FOCCEC) was established in 2012 as non-profit organization based in Amman, Jordan. FOCCEC’s mission is to support vulnerable and marginalized groups, especially people living with HIV and people at risk of acquiring it, victims of sexual exploitation and domestic violence, people who use drugs. This is done through the implementation of programmes that focus on HIV, harm reduction, Reproductive health, response to sexual and gender-based violence, and prevention interventions towards HIV. Additionally, FOCCEC provides health, social, legal and psychological support and counselling services within their safe place located in different locations in Jordan. 

To address the need for Resource Mobilization, a three-goal domestic resource mobilization plan (DRMP) for FOCCEC was developed. The first goal “Mobilizing Sufficient and Sustainable Domestic Resources” involves achieving four objectives: establish multiple sponsoring partnerships with national business sector, domestic international donors and independent public organizations; develop a parallel fee for service or cost recovery program; develop voluntary paid membership system; and establish small income generating projects. The second goal “Building an Enabling Environment for Enhancing Domestic Resources Mobilization” involves achieving three objectives: create public awareness and compassion towards FOCCEC role and HIV activities; build robust and lasting cooperative and work relations with major stakeholders; and build community volunteers system. The third goal “Building FOCCEC Internal Capacity” involves three objectives: build FOCCEC staff capacity in DRM, enhance organizational and system capacity of FOCCEC; and secure grant to support FOCCEC DRM program. For each of the ten objective specific strategies and interventions are outlined with expected outcomes and indicators to measure the performance and achievement.



General Description

Under the overall guidance and direction of Forearms Senior Management, the RM Officer will be responsible for supporting the organization with the planning, development, and management of FCCEC resource mobilization activities. S/he will work with program teams to identify and follow up on donor opportunities, interests, and priorities and will play a key role in facilitating smooth communication between all stakeholders. S/he will be responsible for implementing FCCEC’s RM strategy and searching for financial/non-financial resources to support resource mobilization. S/he will be accountable for reaching fundraising targets, ensuring the development and timely submission of high-quality project proposals, as well as working in close collaboration with other departments. He/she will be expected to comply to Forearms Policies and Procedures. 

 

Duties and Responsibilities

  • Responsible for implementation of FCCEC’s resource mobilization strategy. 
  • Propose fundraising activities to senior management and support the implementation of it. 
  • Conduct donor mapping to identify new funding opportunities, current donor interests and
    priorities, and to develop a donor calendar announcement sheet reflecting yearly calls for
    proposals and funding windows. 
  • Identify new funding opportunities in the private sector and other sectors both
    financial/non-financial. 
  • Search for financial/non-financial resources to support resource mobilization acquisition. 
  • Engage with current and new donors to build strategic partnerships. Participate in donor
    communication meetings and general correspondence and conduct in-person/online
    conferences or activities when necessary. 
  • Engage with current and new civil society partners to collaborate on funding opportunities.
    Identify national, regional and international CSO partners who have existing relationships
    with target donors. Be clear about FOCCEC’s added value and complementarity. 
  •  S/he can represent us in meetings and conferences inside and outside of Jordan for resource
    mobilization. 
  •  Assist on concept notes, project proposals, and budget creation and ensure that activities
    and expenditures align with the terms and conditions set out in donor agreements. 
  • Work closely with RM consultant and advisor(s) for responsibilities/requirements. 
  • Submit timely reports to executive director about RM department performance. 
  • Responsible for creating meeting agendas for Forearms and heading up implementation for
    funding acquisition. 
  • Implement the fee paid membership system and all tasks relating of it. 
  • Promote the fee paid membership system. 
  • Conduct small training for high level staff of FOCCEC to enhance their RM knowledge and
    attend training by RM consultant for RM skills development. 
  • Working closely with the Head of Finance to ensure salary and overhead recovery is
    budgeted for in proposals and achieved through project implementation and financial
    reporting. 
  • May be responsible for management of interns/volunteers under RM department. 
  •  Collaborating with project managers to identify new areas or creative ideas for funding that could be added to Forearms services to make them more sustainable. 
  •  Formulating promotions for Forearms programs and services to enhance funding acquisition. 
  • Perform other duties as may be assigned. 

 

Work experience and requirements

  1. Advanced degree in finance, economics, business management, marketing or fundraising etc. 
  2. Must have 5 years of minimum experience in senior program funding positions and donor liaison (preferably with an NGO/nonprofit sector) 
  3. Ability to prioritize own workload with minimal supervision 
  4. Experience in building partnerships and donor communication 
  5. Proven track record of generating significant funding 
  6. Programmatic expertise in campaigns and policies 
  7. Experience in fundraising for nonprofit organizations 
  8. Ability to work with diverse groups 
  9. Documentation skills and ability to draft written reports 
  10. Experience in developing successful proposals for nonprofits and private sector 
  11. Experience facilitating workshops/meetings 
  12. Excellent communication skills (written, oral, cross-cultural). 
  13. Integrity and transparency: maintains high ethical standards and acts in a manner consistent with organizational principles/rules and standards of conduct 
  14. Inclusion and respect for diversity: respects and promotes individual and cultural differences and encourages diversity and inclusion wherever possible. 
  15. Experience using computers for a variety of tasks and competency in Microsoft applications like Word, Excel, and Outlook 
  16. Must have Arabic & English language fluency
