Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.

Main Purpose

The Budget and Finance Officer supports the Director in coordinating the activities of the Division, represents the Director or the Division on numerous committees, projects and meetings, performs analysis on efficiencies, cost savings and key financial metrics for the Division and coordinates divisional communication.

Role

The Budget and Finance Officer is (1) an expert, providing advice to the Director and the management team of MTBF and (2) a coordinator, organizing and following up on divisional initiatives and communication.

Functions / Key Results Expected

Represent the Director of the Division in cross divisional or departmental committees such as the Procurement Review Committee (PRC), Partnerships and Donor Review Committee (PDRC), Incident & Emergency Centre Coordinating Group, Committee on Coordinated Research Activities.
Co-chair the PDRC, leads and provide inputs in MTBF’s efforts relating to policy development in the area of partnership and resource mobilization.
Coordinate the MTBF clearances of all official documents such as documents for the Board of Governors and General Conferences and other official publications.
Coordinate and develop effective communication with internal and external stakeholders such as programme and administrative managers and delegations. Produce communication materials and deliver presentations and training.
Perform analysis and oversight on efficiencies, cost savings and key financial metrics for the Division. Propose cost saving and reduction strategies;
Draft programme and budget performance reports for the Division.
Review policies and provides recommendations (e.g. price adjustment, ASHI reserve, Treasury policies, accountability framework, etc).
Ensure preparation of other financial reports, policies and guidance papers as required.
Provision of high-quality professional advice to MTBF’s clients on financial matters.
Monitor the implementation of divisional projects and initiatives. Continuous analysis of the financial situation, presentation of forecasts for projects when required.
Providing timely quality information and technical advice on sources of funds, policies, priorities and activities.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in financial management, business administration, accounting or a closely related field

Bachelor's Degree - A Bachelor Degree with two years of relevant work experience and certifications from a recognized accounting body (e.g. ACCA, CPA, CMA) may be accepted in lieu of the Advanced University Degree.

A minimum of seven (7) years of progressively responsible experience in financial management and advisory services.
Knowledge and understanding of audit and financial management functions.
Knowledge of financial and budgetary procedures and techniques and procurement of goods and services.
Substantive experience in drafting clear, concise and accurate documents setting out facts, analysis and conclusions.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
