1. Purpose of the Consultancy
WHO’s Amman POL office seeks to deliver a series of video products covering a variety of aspects of the polio program’s work. The terms of reference include shooting video to be used in the creation of these products and cutting together the products themselves, using a combination of the footage s/he has shot previously and additional footage from the field.
Previously produced videos will be provided to clearly indicate the desired style, titling and logo conventions the vendor will also be provided with subtitles and onscreen text where needed
2. Background
Polio is a Public Health Emergency of International Concern and WHO’s Polio Eradication team, based in Amman, Jordan, provides ongoing technical and operational support to countries in the Eastern Mediterranean Region working to stop polio transmission and protect against virus importation.
While the opportunity to stop transmission of wild poliovirus in the last two endemic countries, Afghanistan and Pakistan, has never been better, the Region is also facing a rapid increase in the number and severity of outbreaks of vaccine-derived polioviruses (VDPVs). Accordingly, the regional programme must now work across all disciplines, including communication, with renewed urgency and focus, in order to make the most of the opportunity facing the programme now, and to respond to ongoing outbreaks and events in the most timely and effective manner possible.
Such response includes, but is not limited to, the timely production of public-facing and donor-facing communication materials, as well as communication tools for use at country level (for example, teaching and training tools around surveillance and/or sensitization). With an increasing number of digital channels available to the programme, producing high-quality digital content, including infographics and GIFs, is also a growing priority, particularly through the lens of donor communications.
The Communications Unit of the polio eradication team based in Amman, Jordan, requires additional graphic design support to produce a variety of polished communication materials at the standard required, and on the kind of timescales and short turnarounds required by an emergency programme.
3. Planned timelines (subject to confirmation)

4. Work to be performed
- Shoot/conduct interviews with the Polio Programme Director on key topics and themes around polio eradication for use on social media accounts and sharing with partners and donors. Produce podcasts from existing footage and previously recorded Hamid Jafari A-roll
- Shoot/conduct a series of interviews, with key polio personnel as a way of documenting their experiences on the journey towards polio eradication.
- Cut and finalize raw footage received from countries, and provide guidance and direction to local videographers/photographers and editors (via phone, email and/or other means) before shoots and throughout the project to ensure maximum efficiency and smoothest possible workflow.
- Carry out up to three one-hour training sessions (inside Amman) to teach technical focal points how to take better photos and shoot better videos using smartphones.
- Carry out missions to outbreak countries as needed to shoot and cut together videos (for social media and for donors) on polio campaigns, AFP surveillance, certification, integration activities, and women in polio.
- Gather an archive of A-roll and B-roll, and cut together using a script to be provided, 4x videos for donors on the four issues most urgent to donors.
- Obtain informed consent from all subjects and document this both through signed consent forms and on-camera statements.
- Upload and label all footage EMRO Polio Comms team and video producer on sharepoint. All video is to be delivered in 1920 1080 Full HD, MOV format - 24fps, and must be shared with EMRO Polio Comms team at the end of each mission.
5. Specific requirements
- Qualifications required:
Essential: First university degree in communication, Media or filmmaking or a related field
- Experience required:
At least 5 years’ experience shooting and editing video and must present a portfolio or selection of work that demonstrates expert skills in these areas. International experience is mandatory.
Relevant experience in the UN system is preferred
- Skills / Technical skills and knowledge:
· Demonstrable work experience in the field of communications and/or external relations
· previous experience in health communications and specifically polio is an advantage.
· Excellent drafting and editing skills in English
· Good organizational skills with the ability to juggle multiple projects and responsibilities
· Interest in and knowledge of the work of WHO, international development and communications
· Ability to work well in teams, cooperate well with others and take direction and feedback
· Excellent knowledge of design and video editing software
· Strong computer skills (Excel, Word, PowerPoint required)
· Flexible, responsible, detail-oriented, self-motivated
- Language requirements:
Essential: Excellent written and spoken English and Arabic
Knowledge of other UN languages is an asset

To work part time 3 day a week- remotely
8. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
9. Travel
The Consultant is expected to will be able to travel to shoots in and outside Amman and will be able to promptly upload footage to the file-sharing platform selected by the Amman POL office, likely Dropbox, Google Docs or a combination of the two.
