Office /Unit / Project Description

The Office of Cabo Verde is the only UNDP, UNFPA, UNICEF Joint Office set up in the world, bringing together UNDP, UNFPA, and UNICEF under the same administrative arrangement, with a single Representative, and a common team of professionals. Building on the expertise of those agencies, the Joint Office provides important learning opportunities and the possibility to capitalize on the value added of the three agencies, at the service of the country’s priorities. The Programme Unit of the UNDP, UNFPA, UNICEF Joint Office is composed by thematics Portfolios, wich is support the national partners and Annuals Work Plans’s implementation, based on the Country Program Documents.

The Portfolio Reproductive Health (SRHR)/Child Survival & Development works with technical/programmatic specific areas that have an important impact on public health and prevent premature deaths, such as: (1) Planning, management, monitoring and evaluation of public health programmes focusing on the different stages of the life cycle; (2) Health Information System aiming at strategic and focused planning; (3) Complementarity between public and civil society sectors; (4) Child Health/Vaccination for Effective Vaccine Management (EBM), introduction of New Vaccines; (5) Child Health/Nutrition for the reduction of micronutrient deficiencies and risk factors for Non Communicable Diseases (NCDs), maternal nutrition and prevention of deficiencies and overweight/obesity (6) Adolescent Health integrated into primary health care; (7) Sexual and Reproductive Health, including attention to men, Family Planning aimed at reduction of unmet need in FP, reduction of adolescents pregnancies, unsafe abortions (8) health promotion and the prevention of Non Communicable Diseases (NCDs) including cancers (breast, uterus and prostate); (9) Continued action to achieve the strengthening of the national response to HIV/AIDS, (10) Epidemics and pandemic situation Preparedness and Response, and (11) Risk Communication and Community Engagement (RCCE) on public health aspects.

Specific context 

For the COVID-19 vaccination campaign, Cabo Verde prepared in January 2021, the National Deployment and Vaccination Plan targeting initially 20% of the population, through priorities groups, counting with COVAX Platform support for vaccines, and WHO and UNICEF’s technical and financial support. The COVID-19 vaccination campaign was launched on March, 2021, and after that, the Government committed to achieve the target population (> 18 years old) with two doses and a booster dose, and launched the adolescent’s vaccination (12-17 years old) against COVID-19.

The National vaccination campaign demands support on different domains of the process namely, coordination, vaccines distribution, cold chain ensuring, AEFIs management, monitoring and quality evaluation system, and Risk Communication and Community Engagement (RCCE) intervention and through innovative communication interventions to contribute to reducing the risk of the spread of the infection, to reduce vaccination hesitancy, and promote vaccination adherence, at national and local levels.

To support the National vaccination campaign, the UNDP, UNFPA, UNICEF Joint Office mobilized partnerships and additional funds, trought the Project COVID-19 Vaccine delivery support (CDS)/Needs-based funding for non-Gavi eligible AMC-30 countries, to collaborate to the national response, during 2022, on diferets domains of the vaccination process, including on Risk Communication and Community Engagement (RCCE) for the COVID-19.

In this context, the UNDP, UNFPA, UNICEF Joint Office will recruit  a Program Analyst, Project Monitoring/Communication for a period of 6 months, from July to December 2022.

Scope of Work

Under the Portfolio Manager of Reproductive Health (SRHR)/Child Survival & Development Portfolio, the Program Analyst will work on the following key activities:

Key activities on administrative project management:

  • Suport Portfolio Manager of the administrative project management
  • Contribution to knowledgement sharing and knowledgement technical reinforcement on Risk Communication and Community Engagement

Key activities on implementation of the community engagement and demand generation interventions, based on the COVID-19 National Communication Plan II :

  • Ensure provision of effective implementation of the COVID-19 interventions, including the, for community engagement and demand generation actions for acceptance of vaccination against COVID-19:
  • Ensure provision of effective development and implementation of a comprehensive national Communication and Social Marketing mass campaigns (TV/Radio/Social Networks/Digital marketing/brochures/ posters)/preparation of proximity communication/Interpersonal communication interventions, in partnership with the Ministry of Education, National Institute of Youth, NGOs and Youth associations
  • Participate in the national communication groups discussions, under ledesrhip of the Public Health National Institut (INSP);
  • Define Terms of Reference of communication services or products needed to communicate/duffused the project’s objectives.
  • Prepare, with Portfolio Manager and Communication analyst, information through interviews, photographs and reports for social networks: Facebook, Instagram, Twitter
  • Ensure the integration of gender, environment and human rights perspectives in the knowledge products of the project
  • Contribute to the strengthening of the communication skills of the beneficiary institutions of the project.

Key activities on overseeing of the project

  • To contribute to the timely and good-quality implementation of workplan activities
  • Provide continuously monitor progress against the approved work-plan; Identify changes in the external environment and promptly agree necessary solutions/actions to ensure the project COVID-19 Vaccine delivery support (CDS)/Needs-based funding for non-Gavi eligible AMC-30 countries’s implementation, anticipating needs and solutions, as neeed  
  • Collaborate with the other Portfolios and departements on the communication specific aspects, if necessary. 

Impact of Results

The results obtained on Risk Comunication and Community Engagement (RCCE) interventions supported by the project COVID-19 Vaccine delivery support (CDS)/Needs-based funding for non-Gavi eligible AMC-30 countries, will contribute to the national performance of the COVID-19 vaccination process achiving the target vaccination rate. The results will also positively impacted on the proposed goals of the performance of the Reproductive Health (SRHR)/Child Survival & Development Portfolio.

Institutional Arrangement

The direct supervisor is the Portfolio Manager of Reproductive Health (SRHR)/Child Survival & Development.

Minimum Qualifications of the Successful NPSA

Min. Academic Education

  • University degree (Bachelor) in communication, journalism, social sciences,  media relations, publishing

Min. years of relevant Work experience

  • A minimum three (3) years of relevant experience at national and local levels in communication, communication/advocacy for development contents and products, site webs management and  digital communication

Additonal experience/knowledge 

  • Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems
  • Proven knowledge and competences on IT and image, text and video editing tools , design, conceive and implement communication strategies for development and with a focus on results
  • Capacity to programme and plan in a results-based approach
