Mission and objectives

UNDP believes that the people of Indonesia should have ownership over the programmes and projects we support. All UNDP programmes therefore actively promote the spirit of mutual respect, support and accountability and subscribe to the principle of national ownership as enshrined in the Jakarta Commitment – a declaration put forward by the government and its development partners in 2009 to strengthen aid effectiveness in Indonesia. In the true spirit of national ownership, all of UNDP’s assistance in Indonesia is implemented by national entities, including line ministries and the Ministry of National Planning and Development, and at the subnational level by line departments, provincial and district authorities as well as community groups. While each programme supported by UNDP has specific and varied objectives, capacity development is one aim that all UNDP programmes – in Indonesia and worldwide – have in common. This takes on many forms including institutional reform, leadership development, education, and training for members of the public such as journalists, and women’s communities. In line with this logic, UNDP advisers work side by side with Indonesian counterparts to strengthen capacities in technical matters, policy formulation and budget planning, amongst others.

Context

“UNDP is the UN's global development network, an organization advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in about 170 countries and territories, including Indonesia, working to eradicate poverty while protecting the planet. UNDP supports implementation of the Sustainable Development Goals (SDGs). In Indonesia, UNDP works with the Government to integrate SDGs into national plan and policies.” The Korea International Cooperation Agency (KOICA) and the United Nations Development Programme (UNDP) are collaborating with the Ministry of Administrative and Bureaucratic Reform (KemenPAN-RB) to implement the Project ‘KOICA-UNDP Partnership for Capacity Development for an Integrated National Complaint Handling System (SP4N LAPOR!) in Indonesia. The project aims to strengthen the capacity of Indonesia’s e-Governance by enhancing the national complaint handling system - SP4N-LAPOR!. LAPOR is an online citizen complaints management system and was designed to increase public participation in the supervision of programs and government performance as well as the provision of public services. SP4N LAPOR! is easily accessible through various online platforms including: 1) text messaging 1708 (based on Indonesia’s Independence day on 17 August), 2) mobile application (LAPOR!) on Android and IOS still under development, (3) the internet (www.lapor.go.id), 4) Facebook (facebook.com/Layanan Pengaduan Online Rakyat), 5) Twitter (@LAPOR1708 or #LAPOR), 6) YouTube (@LAPOR1708), and 7) Instagram (@LAPOR1708). The Executive Office of the President (KSP), KemenPAN-RB, and Republic of Indonesia’s Ombudsman Office (ORI) are some of the key stakeholders from Government of Indonesia (GoI). The Ministry of Administrative and Bureaucratic Reforms (KemenPAN-RB) is the responsible agency for the management of daily operations and administration of LAPOR!. Up till 2018, LAPOR had attracted more than 798.711 users and continues to receive, on average, 570 daily reports through the platform. To this end, LAPOR! has become the forerunner of national integrated complaints management systems. LAPOR! used its metal in emergencies also and remained a an active G2C platform in Indonesia during the peak of Covid-19 pandemic. The International Technical Specialist - Complaint Handling is recruited to support UNDP Indonesia in overseeing and quality assuring the Project implementation. The technical specialist will be responsible for providing technical guidance and advice for effective implementation of the project, provide input for quality assurance, developing a proposal for the next phase of the project, ensure the integration of GESI (gender equality and social inclusion) and provide technical support on the roll out of digital maturity assessment initiative). The International Technical Specialist LAPOR! will implement his/her functions under the supervision and guidance of Project Manager and Head of DGPRU, Country Office Indonesia in close collaboration with the programme staff at the UNDP Country Office and Bangkok Regional Hub (BRH) as well as national counterparts for ensuring knowledge sharing and the highest possible quality of project outputs.

Task description

Within the delegated authority and under the supervision of project manager and head of unit or his/her designated mandated representative(s), the UN Volunteer Technical Specialist for SP4N LAPOR will: • Provide technical advice in quality assurance, review and reporting of project outputs • Provide support and advice for the preparation or revision of key planning, monitoring and evaluation documents • Provide technical input in the preparation of mid-term review processes and reporting, including in preparation of Annual Project Report and internal progress report; • Provide and support implementation of gender equality accountability framework at project level and ensures that human rights and gender equality are prioritized as an ethical principle within all actions; • Work closely with the National Project Manager and Output Leads in providing technical inputs to the implementation strategies and provide technical guideline on other related aspects • Provide quality assurance and review all of project briefs and activity information to support the SP4N-LAPOR! project’s awareness raising activities; • Provide advice on the documentation of lessons learned from project implementation and make recommendations for more effective implementation and coordination of project activities; • Promote the identification and synthesis of best practices and lessons learned from the project for organizational sharing and learning as well as external information. • Support resource mobilization for the project Results/expected outputs As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions, including: o Technical guidance, review, feedback of project quality assurance and M&E products and reports (prodoc, PAR, internal and donor reports, minutes etc.) o Develop/update and implement tools and guidelines to mainstream GESI approaches across project interventions and monitoring strong implementation of gender equality and social inclusion under the project o Comments/review & technical feedback to survey reports, capacity development and training manuals and reports, terms of references for activities and ICs; develop/review material including but not limited to project briefs, progress summaries, speeches, talking points for the senior management; comments on work produced under the Project as requested by PMU, evidenced by work reports approved by UNDP (to be paid on bi-monthly basis) o Develop proposal for second phase of the project o Support roll out of digital maturity assessment exercise in Indonesia o Support to UNDP on other relevant technical matters, evidenced by work reports approved by UNDP (to be paid on quarterly basis)
