The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.
The CEB is looking for polyvalent and intellectually curious Assistants to provide organisational, logistical, operational and administrative support to its different Directorates. Candidates will have a multicultural background and a clear interest in the CEB’s banking activities in social development. They will have excellent planning skills, proven ability to identify priorities and find appropriate solutions to ensure effective and timely outputs. They will collaborate closely with colleagues in their Directorate and across the Bank.
This vacancy notice serves to create a reserve for future roles at different levels of seniority with multiple assignments in areas such as projects, monitoring, technical advice, procurement, evaluation, finance, risks, international relations, legal affairs, compliance, human resources, etc.

Main Responsibilities:
Assist in the preparation of documents, publications, annual reports, memos and minutes, in both official languages (English and French), including translation, proof-reading and formatting, and follow-up on decisions as needed. Contribute to drafting correspondence, notes and minutes in both official languages.
Organise meetings, workshops and events on-site and/or off-site, including room reservation, site access authorisation, catering, preparation of participant lists and provide secretarial support during the meetings. Welcome and guide visitors with the necessary professionalism and discretion.
Process official missions for the CEB staff via automated validation workflow and expense claims. Assist in the preparation of mission reports.
Establish and maintain effective record management, structured document retrieval and workflow management systems. Design, organise and maintain management’s/the entity’s electronic filing and archiving system, as needed.
Prepare contractual documents and visas, recruitment requests and payment orders for invited experts and consultants when relevant. Monitor budgets, as needed.
Act as a contact point and ensure internal coordination with other Directorates as well as with relevant external stakeholders and other peer international organisations.
Assist in the preparation of material for the CEB website, ensuring that the information is regularly updated. Maintain the Directorate’s/Division’s interactive intranet mini-site to promote effective communication and knowledge-sharing
Academic background:
Diploma of general secondary education, preferably a higher education qualification.
Vocational training as an assistant would be an advantage.
Professional background:
Demonstrated experience in providing administrative assistance or office management in an autonomous and successful manner.
Experience from another International Organisation, in particular an International Financial Institution, and/or from a major investment bank, would be an advantage.
Proficiency of the use of MS Office applications including Word, Excel, PowerPoint, Outlook etc. as well as website management and online video conferencing (Zoom, Teams, Webex) tools. Ability to manage large contact databases and optimise usage would be an advantage.
Proven ability to learn and assimilate new tools, rules and procedures quickly.
Excellent planning, work organisation and multi-tasking skills to ensure effective and timely output in an autonomous way and with a focus on priorities.
Proven capacity to work efficiently in a hybrid workplace.
Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
Knowledge of (an)other language(s) of one of the CEB 22 “target group countries” of Central, Eastern and South-Eastern Europe would be an asset.
