Introduction

The ILO is implementing the project, ‘Labour, Employment and Mobility Actions of the AU/ILO/IOM/UNECA Joint Programme on Labour Migration Governance for Sustainable Development and Integration in Africa (JLMP LEAD Project)’ funded by The Swedish International Development Cooperation Agency (SIDA) under the framework of the Joint Labour Migration Programme, or JLMP – a long-term joint undertaking among the four organizations (AU-ILO-IOM-ECA).
The main objective of JLMP LEAD is to strengthen the effective governance and regulation of labour migration and mobility, for enhanced sustainable development, for inclusive economic growth and regional integration of the African Continent. It will simultaneously roll-out the implementation of the first phase of the Strategic Framework (2020-2030) of JLMP. The project focuses on interventions to facilitate intra-African labour migration and mobility, while also addressing identified challenges of African migrant workers outside the continent, as highlighted in the JLMP Strategic Framework.
The ultimate beneficiaries of this action are African women and men migrant workers and their families who will benefit from improved governance of labour migration and mobility in the continent. At the intermediate level, the African Union Member States; Regional Economic Communities (REC): East African Community (EAC), Economic Community of Central African States, Economic Community of West African States (ECOWAS), Intergovernmental Authority on Development (IGAD), and Southern Africa Development Community (SADC); Social Partners’ organizations (including African Regional Organization of the International Trade Union Confederation (ITUC-Africa), Organization of African Trade Union Unity (OATUU), Business Africa, the International Organization of Employers (IOE) and regional/national workers and employers’ organizations); Private Sector and the African Union Labour Migration Advisory Committee (AU-LMAC) will benefit from the strengthened capacity to develop and implement their priorities on labour migration and mobility.  The ILO’s component contributes to all four outcomes through direct interventions in specific countries and RECs as well as provision of expertise and technical assistance, in collaboration with AUC and IOM. 
The ILO seeks to recruit a Technical Officer (P3) as part of the staff to implement the JLMP LEAD project.

Reporting Line

  • The Technical Officer, based in Addis Ababa, will work under the direct supervision of the Project Manager. 
  • The incumbent will receive technical support from the Regional Labour Migration Specialist at the Regional Office for Africa (RO-Africa in Abidjan), the Labour Migration Branch (MIGRANT) in ILO headquarters, and the technical specialists of the Decent Work Teams in the fields of migration, skills, employment, social protection, ACTRAV (workers organizations) and ACT/EMP (employers’ organizations) and with other specialists working on statistics and migration at regional level. 

Description of Duties

Guided by the Strategic Framework 2020 - 2030 of the JLMP and the PRODOC, results matrix and budget of JLMP LEAD, the main duties and responsibilities are: 

1.    Support the Project Manager in carrying out agreed activities and tasks and to achieve related results for the effective implementation of the JLMP-LEAD project at inter-regional, sub-regional and national level through timely provision of inputs and outputs in conformity with ILO policies and project strategies, and in accordance with ILO programming guidelines (Programme and Budget,  output 7.5) and country/action programs. 
2.    Provide technical advice on labour migration during planning, implementation, reporting, monitoring, and evaluation of ILO-led project activities in close collaboration with ILO tripartite constituents at national level, RO-Africa, the responsible Country Offices, and ILO DWT, ILO specialists in Headquarters, in conformity with ILO policies and project strategies, and in accordance with ILO country/action programmes; including ensuring that gender issues are explicitly addressed and mainstreamed throughout the project activities and any outputs including final reports or events.
3.    Plan, organize, facilitate and participate in training seminars and workshops; consultative processes, and technical coordination meetings at national, sub-regional and inter-regional level as a resource person under the guidance of the Project Manager and contribute to the development of training materials that will support the African Union Commission (AUC), the RECs targeted in strengthening their capacities on the governance of labour migration, in particular in areas such as labour migration policy development, labour migration statistics, social protection and/or skills recognition. 
4.    Regularly liaise and provide technical advice on operational matters related to the project with the African Union Commission, the IOM, targeted RECs and the relevant ILO Country Offices and ILO technical specialists in the region and at Headquarters, in conformity with ILO policies and project strategies, and in accordance with ILO country/action programmes, including supporting the coordination and provision of inputs for joint reporting with partners IOM and AUC.
5.    Under the guidance of the Project Manager, undertake technical missions relating to project implementation. 

6.    Support the Project Manager in providing inputs for budget preparation, including preparing relevant documentation for responsible ILO entities in accordance with ILO administrative and financial procedures and in consultation with the responsible field offices and with the project Finance and Administrative Assistant.

7.    Under the supervision of the Project Manager, coordinate the selection, recruitment, and work of consultants, provide high quality technical inputs to the work of the consultants and to all studies and training materials produced by partners (IOM and AUC) under the project. 

.

8.    Support coordination of work plan (including joint work plans) and activities with other relevant ILO labour migration projects in Africa, in particular the JLMP Action Project funded by SDC, contributing to the implementation - as ONE ILO - of deliverables towards the achievement of related country and subregional outcomes.   
9.    Ensure the project’s results are regularly documented, monitored, evaluated, reported, communicated, and used for learning and adjustment of the project in coordination with project team, project partners, ILO field offices and HQ. 

10.    Co-ordinate and communicate regularly with the implementing partners (AUC and IOM) and contribute to the project’s Steering Committee and Technical Committee, as agreed with the implementing partners and the donor
11.    Be an active member of the ILO labour migration team of experts in Africa and promote collaboration and synergy of interventions with the other ILO labour migration projects at country-level and in the targeted RECs.

12.    Contribute to regional activities as required and support communication and visibility of ILO’s work on labour migration in Africa

13.    Contribute to the development of project proposals; formulate, revise, and submit project proposals and support negotiation of funding. 
14.    Any other duties as relevant and requested by the Project manager.

Required qualifications

Education

Advanced university degree in economics, management, law, political and social science or a related field.

Experience

At least five years of relevant professional experience, including three years at the international level. This includes field experience in contributing to the implementation and monitoring of development cooperation projects, preferably in the fields of labour migration and gender. Field experience in contributing to the promotion of effective labour migration governance and regulations (particularly on labour migration policy development and/or labour migration statistics; and/or access to social protection for migrant workers, and/or skills recognition; protection of migrant workers) would be an advantage. Experience in the African region would be an asset. Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or workers and employers’ organization would be an advantage.
Expertise on gender mainstreaming and in particular the situation on women migrant workers would be an advantage, while a minimum understanding of gender mainstreaming concepts and strategy is necessary for this position.

Languages

Excellent spoken and written knowledge of English. Working level of French is an asset

9.    Proven ability in working with minimal supervision as well as remote capacity project management 
10.    Ability to establish and maintain effective relationships with key stakeholders such as government officials, representatives of workers’ and employers' organizations, representative(s) of civil society, and academics. 
11.    Ability to work in a multicultural environment and gender-sensitive and non-discriminatory behaviors and attitudes.
12.    Strong computer skills
