Scope of work: The Senior Community Health Officer will provide technical support and competency based supportive supervision to Community Health Officers, Community Health Workers and Peer Educators. In additional to this, Senior Community Health Officer will also assist to Project/Health Manager in strengthening of Integrated Community Case Management(iCCM) and other community health activities. She/ He will ensure that Community Health Workers have enough capacity to provide basic health care (including CCM). She/ He will also assist in monitoring and evaluation of the community health activities under the direct supervision of Project/Health Manager.
The main responsibilities will be:
Community mobilization and participation
- Lead community mobilization, sensitization and facilitation on community participatory WASH promotion, such as IDP and village volunteers committees and volunteers
- Supervise and train on relevant topics related with community health, WASH and diseases prevention to the community volunteers and committees’ members
- Mobilization of community regarding support of linkages between the community and camp committees/ camp management committees to ensure that all the implementing activities are going smoothly
- Organizing on formation, capacity building, facilitation and coaching to volunteers and IDP/ village camp committees for community health and WASH promotion
Strengthening of volunteers network
- Work closely with State and Township Health Department training teams on identification of volunteers, preparation and organizing volunteer trainings (initial/ refresher)
- Assist the Project Manager on preparation on needed volunteer kits (CHW kit/ TBA kit/ etc) together with program support team to ensure that all the necessary kits based on MOH standard are in place
- Assist the Project/Health Manager to ensure that volunteers have enough capacity to provide basic health care (including CCM), detection of under 5 malnutrition cases and referral, timely reporting on National Surveillance Diseases, early detection and timely referral cases with appropriate referral pathway, providing awareness raising and health education sessions related with community health problems, etc
Capacity building and coaching to volunteers
- Organize and provide the technical coaching sessions to Community Health Officers related with community health activities
- Organize and provide capacity building to volunteers to ensure that volunteers have enough knowledge and skill to perform community health related activities
- Provide regular on the job coaching and supervision to volunteers to ensure that volunteers have enough technical skill on providing community health related activities
- Identify needs of volunteers based on the job coaching and supervision and setting up action plan to ensure that volunteers have required skills and knowledge related with their responsibilities.
- Conduct quarterly supervision meetings with volunteers to assess progress and address challenges.
- Report timely to Project Manager related with supervising volunteers’ status to make correct decision on community health based approaches to targeted area
Monitoring and Evaluation
- Monitoring of community health promotion activities:
o Ensure that the hire and training of new community health workers is documented using community health worker identification tool.
o Train community health workers on the use of community health promotion reporting tools,
o Ensure community health workers have adequate supplies to complete these tools,
o Ensure reports are submitted on schedule and monitor for data quality.
o Attend regular meetings with Project Manager to address challenges, discuss solutions, and ensure that monitoring data is fed back into health promotion activities.
o Assist Project/Health Manager in preparing regular narrative reports on health promotion activities as required.
- Under the guidance of the Project/Health Manager, run quarterly gathering of feedback through focus group discussions with beneficiaries at field locations.
- In collaboration with Community Health Officers and community-based volunteers, participate in the operation of the project Complaints Mechanism:
o Train community health workers on sensitizing communities to complaints mechanism and gathering feedback through complaints forms.
o Ensure that complaints forms are submitted on schedule and monitor data quality.
o Raise any urgent complaints directly with Project/Health Manager.
o Support Project Manager in entering complaints into complaints database.
- Support the clinical team in carrying out quarterly primary health care monitoring visits to IRC clinics.
- Under the direction of the Project/Health Manager, supervise and train community health officers in tracking emergency referrals made outside of clinic hours using relevant reporting tools.
- Work together with other mobile clinic team members to ensure that the various aspects of the community health related activities and response are integrated, and that they form part of a coherent emergency public health response
- Participate with Project/Health Manager and Clinic Manager in the design of possible strategies for supporting camp community on a longer-term approach
Reporting
- Provide the monthly narrative report to Project/Health Manager related with Community health team activities
- Provide necessary required information on time to Project/Health Manager for weekly/ monthly program narrative report, M&E report, intern and final donor reports, Township Health Department Reports and HQ Reports
- Provide other necessary information requested by Project/Health Manager
Other
- Coordinate with program support teams to implement project activities in time
- In collaboration with other members of the health project team, participate in the design and implementation of formative assessments and baseline studies in order to identify health priorities and practices among the IDP and community
- Respect rules and regulations of IRC
- Remain flexible to perform other duties as required or requested
