Introduction
The ILO seeks to recruit a Project Coordinator/Partnerships Manager at the P4 level to manage the final year of the MAP16 project that aims to increase the knowledge base, raise awareness, strengthen capacity, and conduct policy engagement in support of international efforts to achieve Sustainable Development Goal Target (SDG) 8.7. This project is funded by the US Department of Labor (USDOL).
Project implementation will be framed within a combined strategy involving improved research methods and tools, empirical research, data-driven awareness raising and policy engagement. It will be directed towards achieving four inter-related strategic outcomes:
- Outcome 1 – Improved knowledge base on child labour, forced labour, and human trafficking through the development of new survey methodologies and research, including data collection and analysis.
- Outcome 2 - Awareness of child labor, forced labor, and human trafficking raised by using data-driven techniques.
- Outcome 3 – Strengthened policies and improved capacity of governments, national authorities, workers’ and employers’ organizations, and other relevant entities to combat child labor, forced labor, and human trafficking through national, regional, and global initiatives.
- Outcome 4 –Concerted global action developed, in collaboration with other United Nations organizations, to accelerate progress towards Sustainable Development Goal (SDG) 8.7.
The Project also addresses gender concerns.
The Project falls under the technical responsibility of the Fundamental Principles and Rights at Work (FUNDAMENTALS) Branch of the Governance and Tripartism Department (GOVERNANCE).
The FUNDAMENTALS Branch carries out technical cooperation, research and advocacy functions to assist ILO constituents to respect, promote and realize the fundamental principles and rights at work, which are: freedom of association and the effective recognition of the right to collective bargaining; the elimination of all forms of forced or compulsory labour; the effective abolition of child labour; and the elimination of discrimination in respect of employment and occupation. FUNDAMENTALS also currently serves as the secretariat for the Alliance 8.7, a coalition of partners working to achieve SDG target 8.7.
The Project Coordinator/Partnerships Manager is responsible for overall project management, supervision, administration and implementation of the requirements of the cooperative agreement. The incumbent will establish and maintain systems for project operations; ensure that all cooperative agreement deadlines are met and targets are achieved; and oversee the preparation and submission of technical and financial reports to USDOL. The person shall coordinate the work of other project personnel and ensure smooth functioning of the entire project team, particularly to ensure that all linkages and synergies between activities under the different Project components are fully developed and availed for maximum efficiency in implementation. S/he, along with the other members of the project team, will establish and maintain working relationships with Government offices, including national statistical offices and national stakeholders in countries where the Project activities are implemented, and represent the Project at relevant international conferences and seminars/ workshops.
Reporting lines:
The incumbent will work under the general supervision of the Chief of FUNDAMENTALS in the first instance and will be expected to work closely with the Heads of each of the Branch’s three units, namely the Research and Evaluation Unit, the Solutions and Innovation Unit and the Advocacy and Partnerships Unit. Close collaboration will also be expected between the incumbent of this position and the FPRW Field Specialists, the staff of the three units as well as with colleagues working on DC projects in the field.
He/she is responsible for the project implementation contributing to the timely and effective delivery of activities and outputs of the Project. The work is carried out within the rules and regulations of the ILO and close working contacts are maintained with the ILO Offices in which activities take place and other. Headquarters’ departments and branches as and when required.
Description of Duties
- Develop and ensure the timely delivery of the work plan in line with the main outcomes identified in the project document, and ensure high quality of project deliverables.
- Lead, coordinate and supervise the implementation and closure of the project “Measurement, awareness raising and policy engagement on child labour and forced labour in support of Sustainable Development Goal Target 8.7” (The MAP16 project). Guide and supervise the work of the project staff and ensure effective coordination and collaboration between the various project components.
- Oversee the monitoring, evaluation and reporting of project activities, and ensure effective co-ordination of different elements and interventions in order to ensure the timely and effective implementation of the overall project.
- Building on previous work in the areas of child labour and forced labour, maintain the ILO’s position as a lead agency in advocacy and technical support and advice related to child labour and forced labour. Coordinate and mobilize support from other stakeholders and partners under the Alliance 8.7 to combat child labour and forced labour.
- Within the scope of the project, update monitoring and evaluation and project information systems covering the project’s technical activities and economic and social issues of relevance to the project; prepare periodic and ad hoc reports on the status of programme planning and implementation; and establish coordination with concerned ILO departments and programs as well as with Alliance 8.7 partner agencies.
- Within the scope of the project, identify training needs; organize and conduct training workshops and meetings on all project invention areas for the tripartite partners, NGOs, other agencies, target groups and staff as appropriate to reinforce the professional capabilities; adapt training guides, manuals and other knowledge-sharing materials to local environment.
- Within the scope of the project, build the capacity of the Ministries of Labour and other government agencies and social partners to combat child labour and forced labour.
- Strengthen relationship to cooperate and coordinate between members of the Alliance 8.7 which include governments, ministries, employers' and workers' organizations, non-governmental organizations, target groups and donors, in the planning and implementation of activities under the project and engage actively in social and civil society dialogue, coalition building and public-private partnership promotion.
- Develop knowledge sharing tools designed to forge partnerships, share good practices and foster networks of government policymakers, workers' and employers' organizations and civil society organizations to reach the project's goals.
- Effectively manage the project’s human resources including recruitment, staff development and performance management.
- Oversee the development and approval process of sub-contracts, monitor the performance of sub-contractors and ensure timely implementation of sub-contracts under the responsibility of the project.
- Any other relevant duties requested by the Chief of FUNDAMENTALS.
Required qualifications
Education
Advanced university degree in economics, law, management, social science, or related field with demonstrated expertise.
Experience
At least seven years of progressively responsible experience in the fields of child labour and forced labour of which at least five years at the international level carrying out project management, supervision, administration and implementation of technical assistance projects. At least three years of experience with USDOL financed projects.
Languages
Excellent command of English.
Competencies
- Strong commitment to personal professional integrity.
- Excellent drafting skills, negotiation skills, and organisational and management skills with proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents, UN Agencies, NGOs, and others, including mobilizing support from international donor agencies.
- Experience in working on child labour and forced labour issues.
- Sound knowledge of the managerial and operational procedures of USDOL funded projects, as established in the Management Procedures & Guidelines for Cooperative Agreements (fiscal year 2021).
- Ability to synthesize research and reach empirically based conclusions on related subjects.
- Understanding of qualitative and quantitative approaches in social science research.
- Provide advice on best practices.
