Background:

This position is open for secondment only and participating States are kindly reminded that all costs in relation to assignment at OSCE/ODIHR must be borne by their authorities.

Seconded staff members in the OSCE Secretariat and Institutions are not entitled to a Board and Lodging Allowance payable by the Organization. 

 

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

 

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR's assistance projects and other activities are implemented in participating States in accordance with ODIHR's mandate.

 

Tasks and responsibilities:

Under the direct supervision of the Director, the incumbent will advise the ODIHR management in addressing ethical issues and the application of OSCE Ethical Framework. The incumbent will also provide advice and assistance in respect of ethics-related developments throughout the Office. More specifically, the incumbent will perform the following duties:

 

  1. Providing advice and recommendations to the Director of ODIHR, ODIHR management and staff members on issues involving ethical issues and the interpretation/application of the OSCE Ethical Framework;
  2. Maintaining regular contact with the OSCE Ethics Co-ordinator in the OSCE Secretariat on the overall Ethical Framework and its specific applicability in the ODIHR context;
  3. Contributing to the development of the ODIHR Ethical Framework through regular meetings and co-ordination with the ODIHR programmatic departments and Common Services; supporting the implementation of the ODIHR Ethical Framework;
  4. Reviewing claims from ODIHR Staff members and ODIHR field activities staff on breaches of Code of Conduct and the Professional Working Environment including harassment, sexual harassment, discrimination and retaliation; 
  5. Participating in the ODIHR Working Group on professional working environment;
  6. Drafting the annual report on the implementation of the ethics-related activities;
  7. Initiating, recommending and supporting necessary policy advice to the Director and senior management, including the First Deputy Director and Second Deputy Director, on how to best incorporate the Ethics portfolio in the Office activities to ensure compliance with the OSCE Ethics framework;
  8. Identifying learning and development needs pertaining to ethics, and preparing briefing and learning sessions for ODIHR staff;
  9. Performing other related duties as assigned.

Necessary Qualifications:

  • First-level university degree preferably in law, political science, social sciences, public policy, corporate ethics, or related fields;
  • A minimum of six years of progressively responsible professional experience at national and international levels in the systems design in ethical standards, ethics and compliance programmes, code of conduct, accountability and compliance frameworks;  
  • Demonstrated knowledge of regional and international good practices in Ethics; 
  • Excellent knowledge of UN, Council of Europe, EU and OSCE standards and commitments in the area of Ethics;
  • Ability to operate Microsoft applications, including word-processing, email, internet and social media tools;
  • Excellent written and oral communication skills in English;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability to work in a team and to establish and maintain effective working relationships with people of different nationalities, religions and cultural backgrounds.
