Project Information

Following the political turnaround in Afghanistan in August 2021, the subsequent economic collapse has led to an unprecedented humanitarian crisis putting over 24 million people in immediate need of aid. To provide immediate short-term livelihood opportunities and deliver urgent essential services in rural and urban areas, UNOPS is aspiring to implement a community resilience program to be funded through the Afghanistan Reconstruction Trust Fund (ARTF) and administered by the World Bank(WB).

It is estimated that 1.1 million households, or 7.5 million Afghans, will receive livelihoods and income

support through this project. In addition, 9 million Afghans in some 6,200 rural communities and 8 cities will benefit from improved access to essential social services through strengthening the capacity of community institutions in inclusive service delivery.

• Support the design team leader in preliminary assessment, planning, formulation and design, and documentation of Road and drainages structures for all design projects.

• Prepare construction drawings for roads, all structures along the road and drainage Structures projects under UNOPS-CRLP.

• Prepare the final design packages to the design peer reviewer for approval of IPMG.

• Preparing and revising the revised design packages and drawings of all infrastructure projects.

• Produce architectural design drawings that include plans, sections, elevations and details of working drawings using the latest version of AutoCAD & Civil 3D software.

• Preparation of slope map to categorize land according to slope in GIS for better decision making while designing different projects.

• Preparing locational maps with geographic data and other data sources.

• Analysis of GPS data in GIS mapping.

• Assist in Road design, prepare the topography plan and create the road surface and design.

• Assist in preparing Bill of Quantity and tender documentation.

• Review the design drawings for the projects from the field in terms of accuracy and suitability to overall design and construction requirements, including Identifying improvements in the designs and being able to propose practical solutions.

• Review and approve scoping template for all projects which is prepared by stie team.

• Advising and supporting the engineering design team on any technical issues arising from assigned projects..

• Preparation and checking technical specifications and detailed BoQ of assigned projects.

• Contributes in revising the details, design and drawings if and when required during the project life.

• Actively engage in knowledge sharing and also improve one’s professional skills.

• Perform other related duties as required by the Design Team Leader.

Impact of Results

The effective and successful achievement of results by the AutoCAD Engineer directly impacts on the development and performance of the project. It confirms UNOPS’ role as a key and trusted partner to the World Bank, and UNOPS’ position as a critical service provider, in all challenging work environments. Given the current political and humanitarian situation in Afghanistan, this project would support the urgent repositioning of AFCO and strengthen UNOPS’ presence and visibility in Afghanistan, raising the profile of UNOPS in the global humanitarian context.

The monitoring and progress controls will be in accordance with work plans that the Supervisor and incumbent will prepare at the beginning of the assignment.   

a. Education

• Bachelor degree in Civil Engineering, Engineering Geodesy or Architecture is required.

b. Work Experience 

• A minimum of 2 years of relevant professional experience in providing a complete set of design packages related to road, structures and building is required.

• Experience in ArcGIS 10.8 is required.

• Experience in using AutoCAD and Civil 3D is required.

• Previous experience working with the UN/UNOPS is an advantage.

• Working knowledge of cloud-based office software packages (Google Suite), MS Office programs, MS Project, and telecommunications equipment and systems is highly valued.

c.  Languages

• Proficiency in English required.
• Knowledge of Dari/Pashto is desirable.
