ORGANIZATIONAL CONTEXT

The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realize justice and promote peace and sustainable development. IDLO is the only global intergovernmental organization exclusively devoted to promoting the rule of law and access to justice.

With its Headquarters in Rome, Italy, a Branch Office in The Hague, and Permanent Observer Missions to the United Nations in New York and Geneva, IDLO carries out policy advocacy, research and learning, as well as rule of law and justice programmes in countries through some 17 Country Offices operating in every region of the world.

The IDLO Permanent Observer Mission in New York has representative functions in the UN General Assembly and its subsidiary bodies, builds and maintains diplomatic relations with the United Nations System, other intergovernmental bodies, bilateral diplomatic missions, civil society and other stakeholders in New York. The IDLO Liaison Office New York nurtures partnerships with UN Specialized Agencies, Funds and Programmes as well as Foundations, NGOs, think tanks, academia and the private sector. The Office plays an advocacy role to champion rule of law and people-centered justice with decision makers in programme and donor countries and other partners.

THE POSITION

The position of Advocacy Specialist is based in the Permanent Observer Mission to the United Nations in New York. Reporting to the Permanent Observer, the Advocacy Specialist will:

  • Monitor and report on developments related to rule of law, people-centred justice and SDG 16 at the United Nations and other policy fora in New York, and their appropriate dissemination to relevant offices across IDLO;
  • In close collaboration with the Strategy and Policy Planning Unit and other relevant departments, identify opportunities to build greater political and financial support for the rule of law and to raise the visibility of IDLO with key constituencies in New York, including diplomatic missions, the SDG 16+ community, governments, multilateral institutions, civil society organizations, academia, think tanks and youth groups;
  • Support IDLO’s policy advocacy efforts in New York, including by drafting briefs, statements and talking points and representing IDLO in meetings of the SDG 16+ community and other events as requested by the Permanent Observer;
  • Drawing on insights from IDLO’s programmes and research, including from the country level, support the development of IDLO’s inputs to multilateral processes including HLPF, Our Common Agenda, SDG Summit, etc. 
  • Contribute to the development of an integrated policy advocacy agenda for IDLO;
  • Work closely with IDLO’s Office of Communications to contribute to social media and other communications campaigns, including around rule of law, access to justice and SDG 16;
  • Contribute to the development and review of the New York Office’s work plan and budget;
  • Contribute to the New York Office’s list of New York-based contacts and the IDLO institutional calendar; and
  • Carry out other responsibilities related to the above and as needed by the IDLO Permanent Observer Mission to the UN in New York.

IDEAL CANDIDATE PROFILE

Education and Professional Experience

  • Advanced university degree in Law, International Development, Political or Social Sciences, or a related field;
  • Minimum 8 years of experience in relevant senior positions of increasing scope and responsibility, preferably in intergovernmental and development contexts, including the United Nations;
  • Solid credentials in international development and the rule of law and demonstrated commitment to the values of IDLO;
  • Established track record of drafting high quality policy and advocacy products and publications;
  • Strong professional networks in New York, including with the UN, the SDG16+ community, Private Sector and Academia; and
  • Experience working on rule of law programmes at the national level is an added asset.

Languages

  •  Full proficiency (both oral and written) in English is required. Knowledge of another official UN language would be an asset.

TERMS AND CONDITIONS

For this internationally recruited position, IDLO will offer the selected candidate a Professional Fixed-Term Contract of 24 months, with the possibility of extension subject to performance and availability of funding.

IDLO shall offer a yearly basic salary of EUR € 72,000.- and benefits including provident fund contribution (14%), medical insurance and leave entitlements in accordance with IDLO Employee Regulations and Rules. Relocation, installation, expatriate, and educational allowances are also available for internationally recruited employees in accordance with IDLO Employee Regulations and Rules.

Salaries and benefits paid by IDLO to employees who are non-US citizen are exempt from personal income tax in the US. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
