ORGANIZATIONAL CONTEXT

The International Development Law Organization (IDLO) is an inter-governmental organization devoted to promoting the rule of law.  IDLO works to enable governments and empower people to reform laws and strengthen institutions to promote peace, justice, sustainable development and economic opportunity. With its Headquarters in Rome, Italy, a Branch Office in The Hague, and Permanent Observer Missions to the United Nations in New York and Geneva, IDLO carries out policy advocacy, research and learning, as well as rule of law and justice programmes in countries through some 17 Country Offices operating in every region of the world.

The IDLO Uganda Country office is seeking a qualified national expert to facilitate a five-day midyear reflection, learning, and planning exercise for 13 IDLO Uganda Country Office staff and 40 representatives of implementing partners. The retreat is divided into two sessions and will begin with a 2-day “Implementing Partners reflection” session on progress from January 2021 to June 2022. Subsequently, a 4-day session dedicated to IDLO staff to review the findings of the sub-grants reflection sessions, review the IDLO strategic results reporting framework and IDLO management plan against the Community Justice Programme (CJP). The assignment will also aim at enabling the team to identify ways of deepening team and individual staff performance and team bonding while working in a multi-cultural setting towards the fulfilment of the organizational objectives.

THE ASSIGNMENT

Under the supervision of the IDLO Country Manager and in close coordination with the Monitoring, Evaluation and Learning Coordinator, the consultant will be tasked to:

  1. Develop and submit an inception report responding to these terms of reference, describing how the Consultant will facilitate IDLO’s realization of the stated objectives. The Consultant should include a proposed retreat program, a description of team building activities, and proposals on how the program can be carried out without jeopardizing participants' well-being. 
  2. Basing on the approved program, prepare and facilitate the sessions of the reflection and learning retreat. This shall include developing relevant tools and presentations (including for individual performance evaluations, team building and change management) for the various sessions and supporting the relevant team members to prepare for the various sessions that they shall be responsible for. 
  3. Prepare a final report detailing:  

          i.         The reflection and learning retreat proceedings 

          ii.         Key outcomes on previous reflections and learning retreats.  

          iii.         Progress towards achieving 2022 commitments  

          iv.         Recommendations for staff and management to adopt for the remaining period.

IDEAL CANDIDATE PROFILE

Experience

  • Masters Degree in Social Sciences, Human Resources Management, Project Management, or a closely related field.
  • Minimum of 10 years of relevant professional experience especially in project/program management, change management or human resource management.
  • Experience working on such areas within the governance, access to justice and international development sectors shall be of significant advantage.
  • Proven track record of facilitating relevant team reflection and planning meetings, strategy development, team building and knowledge sharing especially for international/regional inter-governmental or non-governmental organizations.

Languages

  • Fluency in written and spoken English is required.

Behavioral Competencies of the Representative/s of the Service Provider:

  • Excellent written and verbal communication skills.
  • Excellent interpersonal skills.
  • Proven ability to see through set tasks and deliver results.
  • Keen sense of ethics, integrity, and commitment to IDLO’s mandate.

TERMS AND CONDITIONS

For this consultancy, IDLO shall offer the selected candidate a Single Engagement Agreement. The selected candidate is expected to start by 5 September 2022.
