Background

The UNODC Country Office for Pakistan (COPAK) is tasked with assisting Pakistan through its recently developed Country Programme 2022 – 25 with a focus on needs related to illicit trafficking and border management, criminal justice and drug demand reduction and HIV/AIDS. Pakistan’s police forces are the Government’s first responders and primary preventers of crime that affects the lives of ordinary citizens. The Country Programme through Sub-Programme II supports the development of police/levies management and operational capacities, community policing, for example in human resources, training approaches, and crime data collection.
In order to develop the Government of Balochistan’s policing capacities and to react in a strategic manner under the Rule of Law Roadmap of Balochistan, UNODC Pakistan requires the services of a Programme Officer – Law Enforcement in Quetta with experience in programme planning, monitoring and evaluation as well as with policing and law enforcement.

Assignment Objective
The objective of the assignment is to manage the implementation of policing work under the Country Programme working within the UNODC Pakistan Criminal Justice Team. Specifically, work will be aimed towards the achievement of the following outputs –
(1) Policy framework improved to enable effective Law Enforcement Agencies (LEA) operations and services in line with national/provincial priorities and international best practices;
(2) Knowledge, skills and operational capacities for investigation, intelligence and LEAs operations enhanced;
(3) Operational capacities (investigation, intelligence and operations) enhanced for LEAs;
(4) Capacity of civil society enhanced in coordination with GOP stakeholders to increase accountability

Duties and Responsibilities

The Programme Officer – Law Enforcement will be required to work closely with the provincial Home Department, Balochistan Police department, the Balochistan Levies and the prosecution department. The management of COPAK and the affiliated Government ministries and agencies will be advised and guided on identified needs and issues.

Responsibilities
The Programme Officer – Law Enforcement will report to the Criminal Justice and Rule of Law Coordinator and work closely with the Adviser Criminal Justice and the Representative.

The Programme Officer – Law Enforcement will undertake the following substantive duties and responsibilities:
1. Design and manage the implementation of policing work under the Rule of Law Project funded by European Union (EU) as part of the Criminal Justice Sub-Programme Team.
2. Coordinate UNODC’s policing work with the Government of Balochistan ministries and law enforcement agencies and ensure synergies with Government policies and frameworks.
3. Update and develop police/Levies training curricula, work with the e-Learning officer to develop e-Learning modules and oversee and manage training courses.
4. Manage the assessment, designs and BOQs to establish Smart Police Stations in Quetta and adjoining districts along with Police Facilitation Centers.
5. Develop workplan of the approved activities and provide bi-monthly updates to the relevant Coordinator on regular basis.
6. Design, source and supervise expert input into programme activities, both substantive and for monitoring purposes.
7. Monitor and provide reporting on programme progress towards outcomes, within the framework of the rule of law project and UNODC’s Country Programme for Pakistan.
8. Ensure the integrity of financial systems, review budget requirements of the programme and the office and ensure consistent application of rules and regulations in cooperation with the Programme Associate.
9. Maintain updated data and information on UNODC programmes and activities as well as on activities of other multilateral and bilateral stakeholders for a variety of internal and external purposes (e.g. donors’ requirements).
10. Analyze the crime situation in the region and prepare and organize a variety of written outputs, such as background papers, concept notes, working and position papers, presentations, briefing notes as well as regular documents such as correspondence with governments and mission reports.
11. Attend policy-making and expert group meetings to analyze and advice on UNODC relevant issues; when requested represents UNODC at those meetings.
12. As required, supervise professional and support staff, in particular junior staff on substantive and programmatic issues.

13. Any other duties as identified by the senior management.

Methodology
Generating deliverables will require the Programme Officer – Law Enforcement to be based in Quetta, Balochistan and report to the Criminal Justice and Rule of Law Coordinator and work closely with the Adviser Criminal Justice, while working with the Programme Officer Rule of Law and Programme Officer Police. The Programme Officer – Law Enforcement will interact with concerned ministries and agencies and international partners.

Planning and Implementation Arrangements
The Programme Officer – Law Enforcement will be based in Quetta, Balochistan and will work closely with the Sub-Programme II Adviser and COPAK colleagues.

Payment Schedule and Rate
The Programme Officer – Law Enforcement will be issued an SC contract in accordance with United Nations rules and procedures. Payment scale will be determined by UNDP recommended rates for service contract holders. Travel costs including transportation and DSA for domestic and international travel will be paid by UNODC in accordance with United Nations rules and procedures.

Required Skills and Experience
 
Education:
  • Master’s degree in Political Science, Sociology, Statistics or other relevant academic fields
Experience:
 Minimum of 2 years of relevant professional work experience in programme management. Additional professional experience can be considered if educational requirements for a Master’s degree are not available.
