Paraguay: Natural Resources and Food Security Pre-Feasibility Study Consultant
The Global Green Growth Institute (GGGI) was established as an intergovernmental organization with the objective of promoting sustainable development of developing and emerging countries including the least developed countries. GGGI is dedicated to supporting the creation and diffusion of the model of economic growth known as “green growth”. The green growth model integrates economic growth, environmental sustainability, poverty reduction and social inclusion.
PROJECT BACKGROUND
GGGI is partnering with the Government of Paraguay (GoP) to support readiness activities for the country to access climate finance from the Green Climate Fund (GCF). In order for Paraguay to reach its climate change and sustainable development objectives, the GoP seeks to increase its access to climate finance (particularly the Green Climate Fund, GCF), build a pipeline of bankable projects, strengthen gender-inclusive strategic climate finance frameworks, and increase participation of the private sector in green project development. To support these efforts, GGGI is working directly with Paraguay's Nationally Designated Authority (NDA) under the Ministry of the Environment and Sustainable Development (MADES) through its Directorate of Strategic Planning to improve Paraguay's Readiness to access finance for climate change and green growth project.
As part of the work to promote climate finance flows in the country, GGGI is supporting the development of a project proposal oriented to the sustainable use of natural resources and capacity building to increase the food security of rural communities in the Municipality of Mariscal Estigarribia, Paraguay.
Mariscal Estigarribia has 76,003 square kilometres and is in the Department of Boquerón, established in the Occidental Region of the country, which is part of the American Chaco. According to the last national census, the population reaches around 30,900 inhabitants (51% men and 48% women), distributed between Mennonite, Latino, and indigenous communities. The main economic activities are livestock and agricultural production, having the second lower incidence. Moreover, the industrial sector possibly impacts the local economy, where dairy production stands out.
OBJECTIVES OF THE ASSIGNMENT
The Sustainable use of Natural Resources and Food Security consultant will work and deliver within the scope of GGGI’s GCF Readiness project “Strengthening Paraguay’s capacity to access climate finance through DAEs nomination, Subnational Climate Finance Roadmap development and pipeline strengthening”. The overall objectives of the Consultant position are:
Scope 1: Evaluation of the current project status
The consultant will be responsible for evaluating the current project status based on its technical and financial components. The consultant shall place emphasis on identifying potential aspects that are required to be further strengthened for its implementation and potential presentation against the GCF.
-Report on the evaluation of the current project status with a transversal perspective that considers gender and ethnicity considering the nature of the project
Scope 2: Technical and Economic feasibility analysis
The consultant will be responsible for evaluating the technical and economic feasibility of the project integrating the food security and water aspects. The consultant is expected to maintain close engagement with local and national authorities, and local developers.
-Develop a Socio-Economic characterization
Scope 3: Develop a vulnerability assessment for water and food security:
The consultant will be responsible for developing a vulnerability assessment for the water and food security aspects within the scope of the project. The consultant will also provide an actionable recommendation on the basis of findings and empirical evidence.

Scope 4: Identify and assess the cost solution for the Implementation of the project
The selected consuntalt will be responsible for identifying and assessing the cost for the implementation of the project including quantitative and qualitative data

Scope 5: Design a potential business model implementation to guarantee the long-term sustainability of the project
The selected consultant will be responsible for designing potential business model for the project’s implementation including potential funding sources and project phases.

DELIVERABLES AND PAYMENT SCHEDULE
Deliverable 1: Assessment of the current project status
The Consultant will be responsible for the delivery of the following work products:
- Report 1.1. Assessment of the current project status shall include a description of:
- Assessment on the current project status based on its technical and financial components, including the identification of potential aspects that required to be further strengthen for its implementation and potential presentation against the GCF.
- The assessment should have a transversal perspective that considers gender and ethnicity considering the nature of the project
Deliverable 2: Technical and Economic feasibility study
The Consultant will be responsible for the delivery of the following work products:
- Report 2.1. Technical and Economic feasibility study for the water sector shall include a description of:
- Technical and economic evaluation for the construction of two deep wells, aqueducts construction and other infrastructure related aspects including technology evaluation and water tanks for extreme drought emergencies.
- The report shall include a technical description of the process, its advantages, disadvantages, possible improvements, and operational recommendation
- The report shall include alternatives for the use and management of water resources in a sustainable manner
- Report 2.2. Technical and Economic feasibility study for the food security sector shall include a description of:
- Technical and economic evaluation for the food security sector including determining water demand for current and future agricultural activities, agro-productive and polyculture practices, and potential drip irrigation technologies including installation and potential providers.
- The report shall include a technical description of the process, its advantages, disadvantages, possible improvements, and operational recommendation
Deliverable 3: Vulnerability assessment for the water and food security:
The Consultant will be responsible for the delivery of the following work products:
- Report 3.1 shall provide the following information for the water sector:
- Determine the water potential based on the district´s current consumption and future scenarios demand projections.
- Description of local conditions of water stress, on site viability and other relevant aspects including volume of inputs and outputs, employed technology, valorization process, number of personnel involved in the process and identified environmental and social red flags.
- Other relevant aspects to be define with MADES and local authorities
- Report 3.2 shall provide the following information for the food security sector:
- Description of the current food security landscape including the agro-productive and polyculture practices and current technologies implemented.
- The report shall also include the likelihood of drip irrigation systems installations, on site viability and other relevant aspects including volume of inputs and outputs, employed technology, valorization process, number of personnel involved in the process and identified environmental and social red flags
- List of potential suppliers of equipment and their respective contacts
- Other relevant aspects to be define with MADES and local authorities
Deliverable 4: Cost solution analysis for the Implementation of the project
The Consultant will be responsible for the delivery of the following work products:
- Report 4.1 shall include a description of:
- Project budget, including CAPEX and OPEX and their respective timelines including equipment and investment costs. The budget should be accompanied by assumptions and calculations used
- The consultant should also get quotation for possible service provider to support the investment requirements.
Deliverable 5: Business model implementation
The Consultant will be responsible for the delivery of the following work products:
- Report 5.1 shall include a description of:
- Conceptualization of the potential business model including potential funding sources, timeline phases and stakeholder’s matrix for each phase of the project.
- Identify, analyze, and report about how existing programs, plans and strategies could potentially be leveraged by the developed proposal
- Socialize the results of the consultancy with local authorities, users, and other relevant actors guaranteeing women´s participation

Total fee: up to USD 30,000 depending on candidate's credentials
All reports and outputs must be in Spanish accompanied by a brief summary in English, in accordance with GGGI’s formatting requirements, and submitted in hard copy and electronic formats along with complete sets of raw data, research materials, and interview notes.
Deliverables must include all the information requested in the Scope of Works.
EXPERTISE REQUIRED
- MSc in Civil Engineering, Water Resources Engineering, or related fields with more than 10 years’ experience.
- At least 5 years of experience in concept development and implementation of infrastructure solutions in Paraguay or in Latin America
- At least 8 years of professional experience conducting water and/or food security projects
- At least 10 years of experience in the water sector including the execution of feasibility studies in the water projects in Paraguay
- Experience in the execution of at least 1 feasibility study for food security in Paraguay
- Fluency in Spanish and English is required. Good spoken Guaraní is a plus
- Excellent skills for assertive communication with communities in a complex cultural context. Ability to negotiate, generate value and participatory construction.
