Context

Under the direct supervision and guidance of the Dep Rep Operations, the UN Volunteer will be responsible for supporting sections and program units by (1) reviewing and providing inputs on technical designs and specifications, drawings, and bills of quantities, (2) monitoring all construction activities in the NIATAK, TORBATE JAM, and other future settlements which may include the construction of WASH infrastructure including WASH blocks (latrines, handwashing stations, bathing facilities, laundry), construction of water supply network and water points, sewage collection networks and treatment plants, the establishment of Temporary Learning Spaces (TLS) with WASH facilities, temporary or semi-permanent learning spaces and other facilities such as Admin rooms, guards rooms, fencing, playground, etc.). (3) engage in the preparatory works regarding the CISS fund project in Tehran. Participate in technical meetings and discussions and provide technical support on construction contract management to UNICEF and its implementing partners.

Task description

Within the delegated authority and under the supervision of Deputy Representative Operations or his/her designated mandated representative(s), the UN Volunteer Construction Engineer will: 1. Preparation of construction annual workplan; 2. Collaboration with UNICEF Programmes/Operations and support the technical consultation with Government counterparts and non-governmental partners; 3. Preparation of design and technical documents; 4. Support the procurement process (by developing supply orders, participating in technical meetings, reviewing supplier offers, and supervising delivery/handover processes); 5. Monitoring of construction projects according to the plans, designs, and drawings; 6. Check that all materials used and works performed are in accordance with the specifications indicated in the contract document; 7. Review and agree on the quantity, quality and cost of the materials used by contractors; 8. Oversee quality control, health, and safety matters of workers on the construction site; 9. Prepare various narratives, technical and financial reports as required; 10. Resolve any unforeseen technical difficulties and other problems that may arise in the process of the work in consultation with the UNICEF members; 11. Manage, monitor, interpret and explain the building plan, drawing and design documents supplied by the concerned authorities or construction company; 12. Maintain constant liaison with the Contractor and their representatives (Architects, Engineers and Surveyors), including attending regular meetings to ensure timely progress of work; 13. Survey the construction site and ensure that construction activities are carried out within the defined timeframe; 14. Report progress of the work to the UNICEF DRO in regular intervals. Submit Periodical Progress Report to the UNICEF DRO reflecting the progress of the construction works carried out by the implementing partners and contractors; Verify the Progress Report including the concurrent Payment Requests submitted by partners and Contractors; 15. In the event that any work is behind schedule, participate in consultations with different stakeholders and help to arrange the necessary modifications to the work methods such that the contractual completion dates can be achieved and issuing instructions necessary to achieve these goals.
