The Directorate for Public Governance (GOV) works to help governments at all levels design and implement strategic, evidence-based and innovative policies to strengthen public governance, respond effectively to diverse and disruptive economic, social and environmental challenges and deliver on governments’ commitments to citizens. We provide a forum for policy dialogue and exchange, common standards and principles, comparative international data and analysis to support innovation and reform across the OECD, policy reviews and practical recommendations targeted to the reform priorities of specific governments.
The Governance Indicators and Performance Division (GIP) develops, gathers and disseminates governance statistics to monitor the performance of governments and to better understand the contribution of governance to development and inclusive societies. The Division is responsible for the publication OECD Government at a Glance, its regional editions, and the OECD Survey on Drivers of Trust in Public Institutions.
The GIP Division is looking for two Senior Policy Analysts to work in key outputs of the division, namely on OECD Government at a Glance and the measurement of governance reforms and services, and the work on measuring drivers of Trust in Public Institutions. T he selected persons will report to the Head of Divison.
Main Responsibilities
Leadership, Management and Co-ordination
- Manage projects, coordinate work with internal and external stakeholders, including defining project scope, identifying adequate resources, monitoring project implementation and ensuring its impact.
- Work with the Head of Division and Senior Management in the Directoreate to support and advance the strategic orientations of the Secretary-General and lead in the design and implementation of a strategic and forward-looking programme of work in the areas of measuring public governance outputs, performance of public services, and understanding drivers of public trust.
- Actively fundraise and efficiently manage the budget of specific projects and activities.
- Create and manage, where appropriate, networks of experts and consultants in countries, including the Public Governance Committee informal group Steering Group for Government at a Glance and the Advisory Group for the Trust Survey.
- Identify, recruit, motivate and supervise team members to ensure the delivery of good-quality outputs, a good working atmosphere, effective working methods and good communications.
- Coordinate the work of staff from the Directorate that contribute to the horizontal work undertaken in Government at a Glance.
Research, Analysis and Drafting
- Provide intellectual leadership in ensuring the relevance and impact of OECD analytical work to promote evidence-based and innovative policies to strengthen public governance in countries and deliver on governments’ commitments to citizens.
- Contribute to the definition of strategic directions for the work of the division by\: i) identifying key challenges facing OECD and Key Partner countries; and ii) developing concrete proposals for future work that would effectively assist countries in designing and implementing public governance policies to achieve better outcomes.

For the Government at a Glance work
- Oversee and coordinate the production of Government at a Glance, working with different teams as needed.
- Ensure that the publication fits for purpose, keeping abreast of evolving public governance challenges in OECD countries and develop a program of work to extend the publication in regions outside the OECD.
- Seek innovative approaches to address policy challenges in the field of measuring public governance and trust in public institutions, both in the context of the Public Governance Directorate’s programme of work and in collaboration with other directorates, to ensure horizontal co-ordination and alignment of the work.
- Provide guidance and original analysis on the use of outcome metrics in the different phases of the policy cycle to strengthen evidence-informed policy making and contribute to the development of practical tools to facilitate dissemination of information.
- Prepare briefs for the Offices of the Secretary General and the GOV Director, upon request.
For the survey on Drivers of Trust work
- Manage the OECD Trust Survey, including\: fund-raising for survey implementation, procurement of survey provider, consultation with member countries on the design of the survey questionnaire, testing of questionnaire, supervision of implementation and analysis of survey responses.
- Lead research and guide the preparation of draft reports, analytical papers, and benchmarking excercises to ensure high-quality outputs and continuous improvements of the survey.
- Provide guidance and original analysis on the use of outcome metrics in the different phases of the policy cycle to strengthen evidence-informed policy making and contribute to the development of practical tools to facilitate dissemination of information.
- Prepare briefs for the Offices of the Secretary General and the GOV Director, upon request.
Liaison, Dissemination and Representation
- Liaise with country officials, other international organisations, and researchers to support and strengthen the public governance community of practice. Liaise with other OECD Directorates and with experts.
- Represent the OECD at high-level meetings and conferences involving senior policy makers. Respond to enquiries from Delegations, journalists and other stakeholders.
- Establish new networks and strengthen existing collaboration with policy makers and international institutions to create synergies and increase the impact of the Directorate’s work.
- Develop effective communications and dissemination of the Division outputs and adapt key policy messages to meet the needs of different audiences.
Ideal Candidate Profile
Academic Background
- An advanced university degree or equivalent in economics, statistics, applied sciences, social science or public management/administration or related fields.
Professional Background
- Minimum eight years’ experience in conducting research, policy analysis and project management in government, international organisations or research institute. Experience in multidisciplinary public governance issues and previous experience in a national administration would be an advantage.
- Proven experience in project management including people and budget management.
- Demonstrated capacity to work strategically and creatively, with strong conceptual and analytical capabilities.
- Strong quantitative skills and the capacity to develop, interpret and present insights from statistical analysis in a policy-relevant way.
- Experience in dealing with the design and implementation of population surveys.
- Strong political sense and effective diplomatic skills with the ability to achieve consensus and interact effectively with multiple high-level stakeholders, and demonstrated track record of policy dialogue with government officials.
- Demonstrated capacity to fund-raise.
- Excellent leadership skills with the capacity to manage and resolve conflicts, ability to plan, co-ordinate and supervise complex and large projects and to deliver them to schedule and budget. Ability to build teams and motivate staff in a multicultural environment. Commitment to equal opportunity and diversity.

Languages
- Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.
- Knowledge of other languages would be an asset

Contract Duration
Two years’ fixed term appointment, with a possibility of renewal. Six months probation
- Monthly base salary starting from 7 838.57 EUR, plus allowances based on eligibility, exempt of French income tax.
