Organizational Setting 

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

The FAO Regional Office for Asia and the Pacific (RAP) based in Bangkok, Thailand coordinates the work of FAO across countries of 46 Members in the Asia and Pacific region. RAP is responsible for developing, overseeing, and implementing programmes and projects to address food security, nutrition, agriculture and rural development priorities. It develops and maintains relations with region-wide institutions and entities. 

The Young Professional Officer (Climate Data and Information Management) will work under the technical guidance of the Senior Resilience Officer, Climate Change and Resilience Module Leader of the FAO Regional Office for Asia and the Pacific. The Officer maintains regular contacts with the other relevant teams in RAP and FAO headquarters for technical cooperation.

The position is located in RAP, Bangkok, Thailand.

Reporting Lines

The Young Professional Officer (Climate Data and Information Management) reports to the FAO Assistant Director-General/Regional Representative for Asia and the Pacific. 

Technical Focus

The Young Professional Officer (Climate Data and Information Management) supports the preparation and implementation of the programme of work in the area of climate change and resilience in the Asia and Pacific region. He/she supports FAO’s normative work in the Asia and Pacific region on climate information, data and vulnerability and risk analysis to further promote knowledge sharing and practices across the region. He/she assists delivery of technical capacity assistance to member countries on the implementation of international methodologies and guidelines to further progress towards the climate ambitions in the agriculture, forest and other land use sectors (AFOLU) and SDGs through better data, information management and decisions.

Research, technical analysis and project related services to support the delivery of assigned projects, products and services.

Key Functions

  • Analyses relevant technical social, economic, environmental, climate and technology information, data and/or statistics for input in various documents;

  • Maintains records and updates databases and web pages;

  • Provides technical support to various projects;

  • Collaborates in the development of training tools and materials and the organization of workshops/seminars, etc.;

  • Participates in the organization and follow-up of meetings, consultations and conferences, the production of required materials and the provision of information and assistance to partners.

Specific Functions

  • Participates in the planning and implementation of initiatives and programs to facilitate FAO’s technical assistance activities to strengthen the understanding of climate and disaster vulnerabilities and risks in AFOLU sectors in the region, including FAO RAP ongoing work on agriculture climate and disaster vulnerability and risk platform (CAVA);

  • Contributes to surveys and compilation of national and sub-national data, information and upload to the platform;

  • Participates in the research, data collection, validation, analysis and/or production of vulnerability and risk analyses for use in planning, policy advisories and programme/project design and implementation;

  • Contributes to capacity building in the region for use of FAO tools such as RIMA, EXACT etc.;

  • Supports in the preparation of projects such as for the Green Climate Fund, Global Environmental Facility, the Adaptation Fund and other financial windows;

  • Assists with the production of technical reports and provides input in technical documents, regional publications and/or web pages;

  • Supports in the organization, conduct and follow-up of meetings, consultations and conferences, in the development and/or production of required materials and the provision of information and assistance to partners;

  • Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in climate change/climate science, information management, environmental engineering or a related field; 
  • One year of relevant experience in the compilation and/or analysis of climate, environmental, or agricultural data, or information in national or international organizations;    
  • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

  • Extent of knowledge of Geographic Information System (GIS);
  • Work experience in more than one location or area of work, particularly in field positions;
  • Extent and relevance of experience in using statistics and processing and analysing micro data;
  • Proficiency and flexibility in using software, and developing information management systems; experience in climate modeling is preferred;
  • Extent and relevance of experience in drafting technical reports/documents in English;    
  • Extent and relevance of experience in implementation of technical assistance projects, preferably in the areas of agriculture and natural resources management.
