Mission and objectives

The Food and Agriculture Organization (FAO) is a specialized agency of the United Nations that leads international efforts to defeat hunger. Our goal is to achieve food security for all and make sure that people have regular access to enough high-quality food to lead active, healthy lives. With 195 members - 194 countries and the European Union, FAO works in over 130 countries worldwide.

Context

FAO has been operating in Moldova as a resident UN agency since 2014 in line with priority areas included in its Country Programming Framework (2016-2022). The role of the Organization in Moldova is to support the development of the food and agriculture sector, reduce poverty levels in rural areas and ensure access to healthy and quality food. FAO is also delivering emergency assistance by directly supporting the most vulnerable farmers with agriculture inputs and trainings.. This programme is designed to respond to manifold ongoing challenges and includes a number of emergency projects dedicated to responding to the immediate needs resulting from the current economic crisis and conflict in Ukraine. The main national partner of FAO is the Ministry of Agriculture and Food Industry with which FAO has a longstanding cooperation framework.. FAO is providing extended technical assistance and policy support to the Ministry and to other relevant stakeholders.

Task description

The candidate will support the FAO country office and the project team to implement the emergency programme, which focuses on supplying agriculture inputs and providing capacity building to farmers and vulnerable families living in rural areas. The specific tasks will include, but will not be limited to, the following: • Support day-to-day implementation of the emergency programme, including HR and procurement actions required by the emergency programme, field implementation of project activities, monitoring and evaluation (M&E), and stakeholder coordination under the guidance of the Assistant FAO Representative (AFAOR); • Provide support towards overseeing and reviewing the progress/completion of deliverables by service providers involved in the implementation of the emergency programme, as per the Letters of Agreement (LoAs); • Establish a M&E plan for the emergency programme with relevant performance indicators; provide regular updates on progress/delays/deviations to the Project Coordinator, Lead Technical Officer (LTO) and AFAOR. • Contribute to the development of a country emergency operations plan, and support, and oversee its implementation; • Contribute to resource mobilization, including proposal and report writing; • Contribute to the organization of trainings, workshops and awareness raising events related to emergency activities and projects; • Support the identification of suppliers and beneficiary selection processes in relation to emergency activities; and • Perform other related duties as required.
