The consultancy will take place within the second phase of the Strengthening the Role of Local Communities/Mjesne zajednice (MZs) in BiH Project a joint project of the Government of Switzerland and Sweden. Implementing partner is United Nations Development Programme (UNDP) in BiH in partnership with the BiH Ministry of Human Rights and Refugees, Ministry of Public Administration and Local Self-Government of Republika Srpska, Ministry of Justice of Federation BiH, the Government of Brcko District and both entity associations of municipalities and cities.

The MZ Project is aiming to increase democratic and direct participation of BiH citizens in the decision making process at the level of local communities, to strengthen accountability of local governance and to improve local infrastructure and services.

Under the Outcome 2 “MZs as legitimate and sustainable community spaces translate citizens’ voice into quality, inclusive and gender responsive services and use MZ networks for replication of successful MZ models countrywide” the Project supports implementation of priority projects defined through citizens fora at the MZ level. The MZ priority projects are mainly related to reconstruction of MZ facilities/offices, rehabilitation of community centers, construction of children`s and sports playgrounds etc.

The main objective of the Consultancy is to offer independent quality assurance of delivered construction works in local communities (MZs) thus ensuring successful implementation of the MZ priority projects.

Duties and Responsibilities

Under the direct supervision of the Project Manger, the Consultant will undertake quality assurance of completed works on prioritety projects in MZ. Works and MZ priority projects, which are subject of the quality assurance, are as follows:

More concretely, the Consultant will be expected to perform the following tasks:

Task 1: Perform site visits

Under this task, the Consultant will:

  • Carry out a quality evaluation and quantity survey missions to each of the defined project sites;
  • Survey executed quantities of works and conduct verification of final payment certificates;
  • Perform evaluation of used materials quality conformance in respect to the Bill of Quantities and other contract documentation;
  • Determine the extent and nature of defects, if discovered, during compliance and survey activities of finalized works;
  • Evaluate executed works in accordance with the public safety regulations and good practice, Entity Spatial Planning and Construction Acts and relevant by-laws, technical regulations, general and special technical conditions, and professional codes etc;
  • Review on-site technical documentation and ensure that one copy or scanned documentation is submitted for payment purposes and  for UNDP archives;
  • Prepare site visit report/s and submit to UNDP for validation.

It is envisaged that this task will be implemented in a period October-December 2022 and the level of effort will not exceed 3 expert day.

Task 2: Conduct monitoring of requested corrections

Under this task, the Consultant will:

  • Monitor execution of activities in line with recommendations contained witihin the site visit report/s;
  • Validate implemented corrections throug on site visit;
  • Develop report with findings and results of corrections.

It is envisaged that this task will be implemented in a period November-December 2022 and the level of effort will not exceed 1 expert day.

Task 3: Reporting

Finally, the Consultant will:

  • Provide final cumulative report.

It is envisaged that this task will be implemented by the end of December 2022 and the level of effort will not exceed 1 expert day.

Required Skills and Experience

Academic Qualifications/Education

  • University degree in mechanical engineering from a recognized university (BSc and higher)

Experience

  • At least 7 years of relevant experience in the relevant field of mechanical engineering, especially in construction supervision and quality assurance releted to installation of heating systems in public buildings;
  • State exam in mechanical engineering;
  • Professional licensure in areas of mechanical engineering in accordance with Entity Spatial Planning and Construction Acts and relevant by-laws;
  • Proven experience in work of technical acceptance committees for public buildings and evaluation of works in regard to relevant regulations and by-laws would be an aset;

Languages Requirements

  • Excellent writing and oral communication skills in in the official languages in Bosnia and Herzegovina
  • Proficient use of the English language.

Other Requirements

  • Good knowledge and understanding of the Entities’ Spatial Planning and Construction Acts, by-laws regulating the construction of similar public facilities, technical regulations, general and special technical conditions and professional codes;
  • Knowledge of BiH regulations and requirements on procurement, tendering and contracting;
  • Familiarity with implementation and of technical/(re)construction projects; methodological and calculation skills;
  • Prior work with UN system and the UNDP rules, procedures and regulations would be advantage.

Evaluation

Individual  will be evaluated based on the following methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the candidate whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight-70%

* Financial Criteria weight- 30%
