The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. The GCF is a key enabler of the 2015 Paris Agreement on Climate Change. Since its establishment, the GCF has approved 192 projects in 123 countries and has committed USD 10.1 billion in climate finance. In addition, it has built up an extensive program to support developing countries to identify their needs, in particular, those who are most vulnerable to climate change impacts. Position Objective
The Senior Climate Impact Specialist, reporting to the Climate Science Lead, contributes to developing guidance materials and helping to coordinate a network of technical specialists to ensure the consistent high quality of GCF investments in the context of climate change mitigation and adaptation. The role involves wide collaboration across all GCF divisions, external stakeholders, and delivery partners. The Senior Climate Impact Specialist will provide scientific advice on funding proposals at all stages of their development to ensure that they are aligned with the latest knowledge on climate change and articulate a current or projected climate change risk. The role also involves the design and development of an online gateway of climate information and training materials to ensure that GCF stakeholders (countries and accredited entities) can easily access and employ the most up to date climate science information, as well as mentoring proposal developers in the use of these resources.
Duties and responsibilities
Purpose
• Ensuring that the latest climate change knowledge is embedded in the origination and development of GCF projects and programmes
• Creating learning materials that synthesize best practice in understanding and assessing climate change risks and impacts for developing countries, particularly in the context of adaptation to climate change
Engagement
• Providing technical guidance to project teams, and external stakeholders (countries and accredited entities) to strengthen their capacities and improve the quality of the GCF pipeline of project proposals in the context of articulating climate change vulnerabilities, risks, and impacts
• Working with a global network of climate science experts and knowledge managers to design and prepare a range of online materials that give GCF stakeholders access to the most up to date climate change information and data
• Supporting the Climate Science Lead in coordinating an internal network of sector specialists (the GCF Climate Impact Network, or CNET)
Delivery
• Providing technical advice on climate change adaptation and resilience to support funding proposals over their full life cycle
• Coordinating input to proposals from GCF specialists
• Working with the Climate Science Lead and the wider climate action community to develop consistent appraisal standards and methodologies that result in the fair and constructive assessment of funding proposals
Required experience and qualifications*
• MSc in Climate Science, Meteorology, or other relevant Earth Science discipline (a PhD is highly desirable); or a Bachelor’s degree with 2 additional years of experience, above the minimum.
• 9 years of relevant work experience, either in climate impact or adaptation research; or in a consultancy context developing climate action proposals that tackle climate change adaptation and resilience in developing countries
• Expert knowledge of climate science and the processes of the Intergovernmental Panel on Climate Change (IPCC)
• Experience of designing, developing, and using knowledge products, mentoring, training, or outreach, in the context of climate change
• Experience of the peer-review process in the context of publication and/or funding proposals
• Project management experience
• Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language is an advantage.
• Knowledge of the UNFCCC process and the role of climate finance is an advantage
• Experience of climate change investment or policy making is an advantage
