Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified and motivated Humanitarian Mine Action Supervisor (Demining Supervisor) to be based in Ivankiv (Kyiv oblast) or Ichnia (Chernihiv oblast).

DRC has been operating in Ukraine since 2014, currently DRC employs over 250 staff in Ukraine and will continue significant scale-up in 2022 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

Overall purpose of the role: 

DRC is seeking a highly qualified, enthusiastic and action-oriented individual for the position of the Humanitarian Mine Action – Demining Supervisor based in Ivankiv Rayon of Kyiv oblast, for its growing Humanitarian Mine Action portfolio in Ukraine.
This role contributes and provides support and guidance to operations while observing HMA activities.

As the HMA Demining Supervisor, you will be responsible to provide a technical oversight of field operations and training of the Mine Action Programme, including safety and security, daily operational planning and implementation, and the direction and discipline of employed operational mine action personnel.

Your main responsibilities will be:

  • Responsible for internal Quality Control (QC) and Quality Assurance (QA)for the teams assigned,
  • Provide liaison on technical questions with NMAC as necessary.
  • Supervise MMC/BAC DRC HDP Teams.
  • Supporting QM Unit, Operation Manager and Technical Field Manager in refresher training to MMC/BAC team when necessary.
  • Assist the TFM/OM in developing the project’s technical contribution to the national mine clearance capacity.
  • Develop and maintain the DRC HDP technical procedures for project operations in co-operation with the TFM/OM, as per DRC HDP SOPs and approved National Mine Action Standards (NMAS
  • Assist the TFM/OM in maintaining the reporting mechanisms and producing proper records and reports on all aspects of technical operations. This includes daily/weekly/ monthly reporting.
  • Assist the TFM/OM in the training of managerial staff where their tasks may require understanding of technical mine clearance policy or procedure.
  • Establish and maintain relationships at a technical level with all organizations (civil, commercial, military or humanitarian) involved in mine actions in the project area and keep TFM/OM informed
  • Pursue contacts with other mine action organizations throughout the country whenever possible. In order to be informed and to assist in informing the DRC of the status of ongoing or new technical initiatives in the mines sector.
  • Liaise with the NMAC External Quality Assurance section/Operational cell to ensure that all necessary checks are carried out in a timely and efficient manner.
  • Fully comply with the DRC Code of Conduct and ensure its implementation to all operational national staff.
  • Be familiar with IMAS, NMAS and procedures in relation to MMC/BAC
  • Be overall charge of all Demining operations in the field locations.
  • Carry out any other responsible task as directed by the Technical Field Manager or Operations Manager.

Experience and technical competencies: 

Essential:
•    Certificate/Accreditation of participation in a Deminers Training and NTS by recognized INGO;
•    Knowledge of Manual Mine Clearance/Battle Area Clearance procedures,
•    Understanding of contamination size and problem in Ukraine
•    Minimum 2 years of professional experience with an HMA national or international organization. 
•    Excellent skill in MS Word, Excel, and PowerPoint.
•    Intermediate English proficiency.
•    Fluency in local languages.
•    Good organizational skills.
•    Good communicational skills.
•    Excellent ability to work in team

Desirables:

 •       IMAS EOD Level 2 or above is an advantage.

Education:

  • High school education
  • Certificate of completed Deminers Training and NTS by recognized INGO.

Languages:

  • Fluent in Ukranian or Russian 
  • Intermediate English language
