The Registrar of the Special Tribunal is appointed by the Secretary-General of the United Nations. The Special Tribunal for Lebanon is located in The Hague, the Netherlands. The Special Tribunal, which entered a residual phase on 1 July 2022, is a small and efficient entity comprising such number of staff as is commensurate with its reduced functions.Responsibilities
The Registrar will be responsible for the following.
•Manages the operations of the Special Tribunal in its residual phase, including handling the non-judicial residual functions of the Special Tribunal related to victims and witnesses, maintenance of the records and archives of the Special Tribunal, and responding to requests for information, as appropriate.
• Plans and oversees the administration and servicing of the Special Tribunal (i.e. budget, finance, procurement, human resources, general services and information, as well as communication technologies) in its residual phase and for the recruitment and administration of all support staff.
• Serves as the Tribunal’s channel of external communication and public information, liaising with the Management Committee, Member States and counterparts in the United Nations and other international organizations.
• Coordinates the substantive, technical and administrative support for any necessary ad hoc residual judicial work, including liaising with the Chambers, the Office of the Prosecutor and the Defence Office on matters of mutual concern.

Accountability: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Advanced university degree (Master's degree or equivalent) in law, public administration, or finance. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of ten years of progressively responsible experience in law and/or public administration, or finance, including administration and management experience within a court system is required.
Experience with international courts and tribunals is required.
Experience in overseeing the downsizing of an international institution is desirable.
Experience in budget preparation is desirable.
Experience in liaising with Member States, both in respect of fundraising and reporting to oversight bodies is desirable.
Arabic, English and French are the official languages of the Special Tribunal. For the post advertised, fluency in English is required. Knowledge of Arabic or French is desirable. Working knowledge of another official language would be an advantage.Assessment
