We are looking for a Community Mobilizer  :

 

JOB PURPOSE: 

To support WASH team Leader and Project manager in identifying the targeted communities, establishing relationships with community leaders, and observing field-level activities, such as assessment formation of community groups, beneficiary registration, the delivery of materials, registration of complaints, payment to beneficiaries, and mobilizing communities to engage them in Oxfam interventions, ensure the participation of all community categories including the marginalized groups from Women, girls, PWD…etc. (gender mainstreaming).to ensure community participation and sustainability. In addition, will also support the implementation of public health proportion in the targeted locations.

 

 KEY RESPONSIBILITIES:

  • Conduct need assessments for PHP interventions considering the gender principles in the targeted communities.
  • Conduct initial introductory meetings with communities to introduce the scope of the project.
  • Facilitate the process of community engagement/Gender mainstreaming to ensure 80% inclusion of the total population and sensitization about project activities.
  • To encourage and stimulate full participation by all community members in all Oxfam interventions.
  • Facilitate the process of formation of community groups and their capacity building to functionalize these groups.
  • Work closely with community members to map community needs in terms of PHP.
  • Assist PHP officers during the identification, verification, and registration of beneficiaries for PHP interventions.
  • Conduct in-depth interviews with beneficiaries/communities.
  • Engage in regular and continuous follow-up with the beneficiaries through dialogues and meetings.
  • Mobilize community groups, sensitize and train them on specific topics as required, and organize and facilitate meetings with special attention to those who are usually neglected, marginalized, and overlooked in community decision-making.
  • Assist the PHP officer in the implementation of activities in the targeted locations.
  • Participation in the preparation, planning, and performance of the health and hygiene promotion and community participation activities of the project.
  • Selection, supervision, training, and evaluation of the hygiene volunteers in their work with the support of a PHP officer.
  • Ensure that PHP (Public health promotion) activities take gender and protection issues fully into account. This includes the introduction of mechanisms to enable women to participate in decision-making around PHP issues.
  • Ensure program integration at the field level between PHP and PHE throughout the planning, design, and implementation stages to create synergy effects.
  • Ensure the collection of data, and statistics and implement monitoring systems to supervise and evaluate the impact of the health and hygiene promotion activities.
  • Report regularly, verbally and in writing to the line manager and represent Oxfam to other NGOs, agencies, and Government authorities where requested at the field level.
  • Provide capacity building to local partners and volunteers implementing Oxfam programming.
  • Ensure proper documentation of activities (Hard and soft) at the office and field level.
  • Actively participate in weekly management and team meetings.
  • Coordinate hygiene promotion and community (mobilization, participation, and engagement) activities with the other agencies, local partners and actors carrying out similar activities.

 Qualifications & Preferred Skills 

SKILLS AND CORE COMPETENCE:

The post holder will have the following attributes:

  • First degree / Graduate or equivalent in a relevant discipline (preferably, Social Science and public health) or substantial community development experience.
  • At least 1 year of experience in Assessment, community mobilization, public health promotion, capacity building, Distributions etc.
  • Experience in working with local/International NGOs.
  • Good analytical skills demonstrated through proven experience.
  • Considerable experience in training and capacity building of volunteers and community members.
  • With well-developed interpersonal and team skills and proven ability to be flexible in a demanding situation.
  • Working knowledge of essential English and fluency in spoken and written Arabic.
  • Strong commitment and sympathy to Oxfam’s Aims and Values - which are inclusiveness, diversity, and accountability. This also includes the commitment to Equal Opportunities (e.g.: gender, race, disability).
  • Working knowledge of Ms. Word and Excel.
  • Report writing skills.
  • Flexible in Mobility within the field locations.
