Organizational Setting

FAO Partnership and Liaison Office in Azerbaijan in partnership with the Ministry of Agriculture of the Republic of Azerbaijan is currently implementing “Support for Structural Reform and Strategic Development of Agrarian Services Agency” project under FAO-Azerbaijan Partnership Programme (FAPP, 2016-2021). The project aims to support structural reform and strategic development of Agrarian Services Agency by enabling strengthening the delivery and effectiveness of the veterinary, crop protection, seed management and technical control services in the country.

Technical Focus

The development and restructuring strategy of the Agency will be prepared in coordination with the relevant departments of the Ministry of Agriculture and Forestry of Turkey (MoAF), including the Directorate of Strategy Development and the Directorate General of Agricultural Reform under the framework of South-South cooperation.


Tasks and responsibilities

Under the overall supervision of the Assistant to FAO Representative in Azerbaijan (AFAOR), Legal Officer from LEGN Department, the direct and operational supervision of the Program Management Specialist (FAPP), the technical supervision of the Lead Technical Officer (LTO) and responsible FAO Technical Team, International Consultant on Agricultural Engineer (Sustainable Mechanization) will carry out the following activities:
• Assess ASA’s current services in testing and registration of tractors and other agricultural vehicles in collaboration with project partners
• Assess the current system for organization of technical inspection and issuance of licenses and identify the gaps and areas for improvement and provide recommendations
• Provide substantive support and technical expertise to legal consultants in reviewing and revising the legislative base related to technical inspection, registration, and control of agricultural vehicles
• Support ASA, together with project partners, in preparation of a procurement plan for modernization of agriculture sector and establishment of private techno-parks for providing agrotechnical services to farmers
• Support trainings and prepare teaching materials on the purpose, structure and characteristics of modern, innovative agricultural machinery, applying international knowledge and experience in this field


CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING


Minimum Requirements


• University degree in agricultural engineering or related discipline (for COF)
• Minimum 5 years of relevant experience in the use of farm machinery, servicing requirements, repairing and a basic knowledge of manufacturing techniques
• Working knowledge (level C) of English, and limited knowledge (level B) of Spanish, French, Arabic, Chinese or Russian. For PSA, only working knowledge of English is required
