The mission of the Green Climate Fund is to assist developing countries to respond to climate change while bringing prosperity to their people. Established in 2010, the GCF invests in transformational climate projects in the developing world. The Fund makes an ambitious contribution to global climate action and channels significant financial resources into developing countries to help build low-emission and climate-resilient societies. It is country-driven and undertakes actions that reflect the circumstances of each country concerned and its national aspirations. Since its establishment, the GCF has approved 200 projects in 141 countries and has committed USD 10 billion in climate finance. Position Objective
The ICT Project Officer & Business Analyst provides management support for portfolio of ICT projects and products. The role supports configuration management services and controls processes to ensure consistent and repeatable ICT product line delivery performance according to project and product management best practices, enabling new capabilities. The position reports to the Manager, Enterprise ICT Programme Management Office.
Duties and responsibilities
Purpose

Determines what clients want or need related to projects and products through business analysis of requirements, gathering information, and evaluating solutions and outputs.

Defines business needs and project requirements, monitors project progress, and identifies project milestones, phases, and deliverables.
Engagement
-
Helps business clients understand how to adjust to anticipated technology/product changes and collaborates with vendors/partners to ensure clear requirements, priorities and direction for the projects.

Prepares presentations, briefing materials, and status update reports for the Fund’s business divisions, Senior Management Team, Information Management and Communications Technology Steering Group, and other stakeholders.
Delivery
-
Runs service delivery strategic planning process for product lines and updates technology plan and monitors the portfolio of projects and facilitates new ICT solutions requests.

Develops product release plans and supports the Manager, with product line visions, strategies, metrics, and roadmaps.
Required experience and qualifications*
-
Master’s degree in project management, business administration, information technology or a related subject.
-
At least four years of progressively responsible experience in ICT project management and product delivery, with at least two years of experience working in an international/multicultural organisation.

Certification in project management techniques and methodologies (e.g., PRINCE2, PMP, Agile).
-
Hands-on experience and working knowledge on end-to-end life-cycle management of ICT portfolio of products including design, development, and enhancement delivery.

Practical experience of coordinating and organising interdepartmental committees, workshops, and a diverse range of other meeting settings on ICT matters.

Experience in ICT demand, resource, project, and portfolio management platforms (e.g., ServiceNow IT Business Management).

Proficiency in analysing structured business data, producing compelling visualisations by use
of advanced modern business intelligence tools (e.g., Tableau) and automating workflow tools (e.g., Power Automate).

Trained in business analysis, ideally aligned with a well-recognised professional body of
knowledge (ECBA or similar).

Ability to plan and conduct end-user training sessions.

Ability to work productively and maintain effective relationships in multidisciplinary and multicultural teams.

Strong analytical skills and strategic thinking.

Strong results orientation.

Fluent written and oral communication skills in English are essential for this position; knowledge of another UN language an advantage.
