1. Plans, develops and manages all procurement and contractual aspects related to procurement of diverse products and services with significant complexity for IMO (£15m- £20m annually), including projects implemented on behalf of donors and field offices.
  2. Advises on matters regarding procurement policies and procedures, providing support and guidance at all stages of the procurement cycle to senior management and requisitioning officers.
  3. Coordinates with requisitioning entities for preparation of Annual Acquisition Plans, consolidates and plans procurement actions accordingly. Ensures that Terms of Reference (TORs) prepared by requisitioning entities are fit for purpose and comply with procurement principles.
  4. Prepares/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal and evaluations.
  5. Oversees the administrative management of contracts; maintains procurement plan and register of authorized vendors; selects vendors, negotiates and concludes all contracts for goods and services procured by the Organization; monitors and reviews performance of vendors, gives guidance to contract managers while they execute contracts.
  6. Manages, guides and develops the procurement team, ensuring quality of output and delivery.
  7. Compiles procurement statistical reports for the UN Procurement Network; drafts a variety of procurement-related documents, communications, guidelines, instructions, etc.
  8. Establishes and maintains work programme and schedule for ongoing contracts and newly planned ones.
  9. Formulates strategies and designs innovative solutions to resolve issues/conflicts for complex procurement projects.
  10. Participates in negotiations with supplier representatives; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authority, prepares recommendations for high-value contracts to the Contracts on Committee for review and approval.
  11. Identifies new technologies and products/services, evaluates and recommends potential supply sources and participates in the incorporation of results into the procurement programme.
  12. Oversees adherence to contractual agreements, ensures tenders are re-issued on schedule, recommends amendments and extensions of contracts, and advises concerned parties on contractual rights and obligations; authorizes amendments to and extensions and renewals of contracts.
  13. Performs training on procurement matters for the Organization.
  14. Performs other duties as required.
