Protracted conflict in Yemen has not only caused widespread damage and displacement, but also significantly reduced livelihoods opportunities and food security. Weaknesses within community institutions and local authority has eroded the social contract between them, whilst marginalisation of communities' further limits access to services and social cohesion. Local and community institutions are under resourced and under capacitated, limiting access to basic services. Communities are also subject to environmental shocks and threat at a time when coping mechanisms, strategies and assets are significantly depleted. Exposer to environmental stressors exacerbates the existing precarious situation and requires risk reduction strategies to mitigate the potential for further disaster. The combination of these hardships not only leads to increasing vulnerability to the point of famine, but also further weaken social cohesion and leads to inter-community conflict. Income generating activities, small businesses and both formal and informal employment opportunities continue to be profoundly impacted by the conflict, as well as the impact of Covid-19. Many households, especially female-headed, the poorest, IDPs and the marginalized, lost their source of income due to damage to infrastructure, the collapse of the local economy and a closure of businesses, including but not limited to the agricultural sector.

UNDP has been impelementing the  Enhanced Rural Resilience in Yemen ( ERRY) project for the last six years to address to strengthen community and institution resilience and uplift their livelihoods.  A new Phase of the project (  ERRY III) has started in 2022. The Overall Objective (Goal) of the Programme is : Crisis affected communities are better able to manage local risks and shocks for increased resilience and self-reliance. Specific outcome of the project are:

  • Community institutions are strengthened and capacitated on gender sensitive resilience planning, conflict resolution and social cohesion.
  • Vulnerable communities' benefit from equal access to clean energy solutions, environmental protection and climate adaptive capacity in sustainable manner.
  • Sustainable livelihoods of women and men created through improved production, food security and income opportunities.

UNDP is seeking  to recruit National Coordinator based in Sana’a to support the ERRY Proect Manager as well as lead project operation.

Responsibilities and Roles:

Under the direct supervision of the UNDP ERRY Project Manager, the National Coordinator will  support project management,  in providing support to the administrative and financial delivery, in accordance with the UNDP standards and best practices. The National Coordinator will  also deputize the Project Manager.

Specifically the National Coordinator  will undertaken the following :

Duties and responsibilities

Under the guidance of the Project Manager Supporting Resilient Livelihoods, Food Security and Climate Adaptation in Yemen (ERRYIII)

  1. Support Result-based project management
  • Support the development of the annual work plan, activities, targets, budget, standards for measuring progress and results and determine the processes, tools and methodologies to be used to ensure effective and efficient project implementation and operations.
  • Ensure field offices are provided with requisite financial, materials and logisitical support to implement project activites.
  • Support selection of  implementing parnters and the management of the Implementing  Agreement through  participation in the  selection process.
  • Support and participate in project annual review, monitoring and evaluation activities.
  • Coordinate the preparation/revision of work plans, regular donor progress and impact reports for the project and liaise with  ERRY III Programme Joint Coordiantion Unit.
  • Manage and monitor identified project risks and issues and update the status of these risks and issues in QUANTUM.
  1. Project Financial and Administration  Management
  • Ensure accountability for, and efficient /prudent use of project funds by supporting finance associate to develop delivery forecast, disbursements, advances and accountability  on quarterly basis.
  •  Manage and monitor requests for financial resources and ensure accuracy and reliability of financial reports;
  •  Liaise with the Responsible Parties and other UNDP project staff, JCU on financial management of the project activities, including monitoring project financial expenditures and transactions;
  • Ensure the integrity of financial system and, overseeing the administrative, financial and budgetary aspects of the project activities;
  • Support the spot checks, HACT assessment and project DIM and   national partner institutions annual/periodic audits;
  • Support project procurement safeguarding smooth implementation of project procurement  and individual consultants plans.
  • Facilitate proper monitoring of project inventory, attendance records, filing system.
  • Ensure adherence of activities to the existing financial, procurement and administrative processes that are in line with prevailing UNDP rules and regulations and, at the same time, observing the project timelines
  1. Effective people management for ERRY II operations teams
  • Suprvise  and effectively  manage performance of the  project operations teams ( Finance ssociate, Admins associate, field coordinators, ensuring  the staff have cleanr and deliverable  annual individual performance plans, conduct  regular meetings provide feedback and support annual reviews (midterm and annual held on time)
  • Support to supervisees in facilitating their learning and development and ensure supervisees have completed mandatory on-linecourses
  • Support to supervisees in implementing various arrangement to ensure safety and security
  • Support  supervisees in maintaining their health  and well- being ( e.g.staff are encouraged to use leave with excessive leave balances being reduced or eliminated)
  • Participate in project/country office recruitment process, preparation of Terms of Reference for project staff and  supporting new staff to onboard.
  •  Undertake any other duties as may be required by the Project Manager.
  1. Capacity building and provision of technical advice to implementing partners on project and contract management
  • Quarterly review of partnership performance against forecast, delivery target and follow up compliance recommendation by UNDP
  •  Develop the capacities of implementing partners on key technical and managerial areas where UNDP support would be beneficial in consultation with technical specialists and project management team.
  • Coach and mentor relevant staff of implementing partner to build their capacities on ways of working with local authorities.

  • Ensure the principles of gender equality, democratic governance, social inclusion and disaster resilience are effectively reflected in all project activities.
  • Consult regularly with UNDP projects and programs on related activities where synergies are possible.

Institutional Arrangement

The National Coordinator reports to the ERRYIII Project Manager. The position is based in Sana’a.

Min. Education requirements

Master’s degree or equivalent in degree in Business Administration, Management, economics, development studies, conflict management or any other social science related field with (5) years  experience. Or Bachelor’s degree with additional (2) years of experience as indicated in the section below could be accepted in lieu of the Master’s degree.

Min. years of relevant work experience

Master’s degree with 5 years  of experience or Bachelor’s degree with 7 years of experience in the following:

  • Project coordination experience is required
  • Coordination in the field of resilience project is required
