Main Purpose of the role

The External Affairs Manager provides expertise and delivers results across the range of World Animal Protection Thailand’s campaigns. They will work flexibly through Thailand campaign teams and the International External Affairs team to deliver World Animal Protection’s strategic global campaigns, leading and supporting the tactical delivery of stakeholder engagement and influencing at a local level in Thailand.

They will develop and deliver inspiring and innovative advocacy strategy and approaches which realize campaign strategies and impacts. They will provide support to associated project activities. Further, they will act as an interface between the programme teams and new and existing

stakeholders – predominantly Thai government agencies, ministries, politicians, and relevant local and regional Institutions such as the UN - within their sphere of influence.

 

More specifically, the External Affairs Manager will be accountable for

• Providing strategic input in the formulation of campaign advocacy objectives and being accountable for their delivery.

• Developing and delivering stakeholder mapping and engagement at national level in coordination with our global strategic approach.

• Ensuring campaigns can achieve global strategic objectives associated with stakeholder engagement, external affairs, and movement building.

• Keeping abreast of trends, development, advances, and opportunities in the relevant areas of external affairs, national and regional policy platforms/processes, advocacy, campaigning, public engagement and influencing for the organisations campaigning, engagement, and fundraising goals.

• Complying with the organisation’s policies and procedure.

 

Duties and Responsibilities

Policy Advocacy

• Developing and driving forward World Animal Protection Thailand’s advocacy plans on wildlife trade, animal welfare, and food systems in line with agreed priority objectives.

• Drafting relevant policy asks and position statements, liaising with global and local External Affairs and Campaigns teams.

• Carrying out lobbying, advocacy and influencing on behalf of World Animal Protection Thailand, representing the organisation at meetings, including relevant government, political, policy and corporate events.

• Coordinating consultation and responses coordinating responses to government and institutional consultations and inquiries, with inputs from technical expert colleagues, campaigners, and external stakeholders.

 

Stakeholder Engagement

• Leading, developing, and delivering stakeholder mapping and engagement at national level in coordination with our global strategic approach.

• Acting as a spokesperson on policy issues and representing World Animal Protection at relevant forums and platforms.

• Managing World Animal Protection Thailand’s relationship with government agencies, policy/decision-makers and other NGOs.

• Liaising with corporate stakeholders on relevant platforms and discussions related to international agreements and standards to advance campaign goals.

• Writing briefing materials for external and internal stakeholders.

 

Campaign Support

• Working closely with Head of Programmes and campaign managers to develop strategy, approach, and activities support Thailand’s campaign strategy and plans.

• Providing support to campaign managers with policy, advocacy, and external affairs expertise in relation to campaign objectives and activities.

• Working with communications team to draft and publish reactive statements, articles and other contents as needed on policy announcements or developments.

• Contributing to global External Affairs and Campaigns objectives.

• Carrying out administrative duties in relation to stakeholder external affairs activity e.g. budget management, inputting data into the PMIS system, contract development, event management, monitoring and evaluation and reporting and any other tasks as reasonably requested.

• Maintain a strong knowledge of current affairs relating to the campaigns, identifying timely campaign amplification and actions.

 

Organisational responsibilities

• Collaborate and contribute to the development and delivery of World Animal Protection’s Global Strategy, Thailand strategy and plans, across the core themes of Mission, Movement & Transformation in a global, matrix environment.

• Carrying out administration of budget management, contract development, PMIS, event management, monitoring and evaluation and reporting related to the overall external affair function.

• Actively participate in building and maintaining the integrity of our brand to support our profile, lead generation, income, and engagement.

• Actively participate and support the organisation to ensure that we acquire and manage our resources (financial, staff, and IT) efficiently and effectively by improvement of systems, reporting, and compliance.

• Take responsibility for their own and others’ health, safety and welfare, and contribute to a positive working environment.

• Travel in-country and internationally and undertake any other duties that are within the scope of this role.

 

Skills and Experience

Essential

• Experienced and highly motivated policy, advocacy, and stakeholder engagement specialist, with a proven track record in developing and delivering stakeholder engagement approaches to achieve specific outcomes.

• Knowledge and experience of influencing, lobbying, and advocacy, working with decision makers and understanding the way in which they influence national policy agendas and in turn how national policy agendas can influence global processes.

• Experience in the design and development of impactful stakeholder engagement approaches that have achieved change.

• Team player with excellent project management and co-ordination skills and ability to develop and maintain good working relationships across internal departments and teams and peer NGOs.

• Strong communicator, and able to constructively engage external and internal stakeholders, to develop and deliver project solutions.

• First class analytical and decision-making skills - able to assimilate and analyse information quickly and accurately to effectively inform campaign tactics and strategies.

• Excellent verbal, written, and presentation skills in Thai and English.

• Experience of creating and managing small budgets.

• Works well under pressure of deadlines.

• Flexible to undertake domestic and international travel.

• Understanding of global, regional, and national political and socio-economic trends.

• A passion for animal welfare and a strong commitment to the aims and values of World Animal Protection.

 

Qualifications

• Educated to degree level is preferable, and/or with significant relevant work experience.

 

Desirable

• Experience of working on issues in relation to national policy in Thailand.

• Experience of working effectively with colleagues and external stakeholders in Thailand.

• Experience working within a matrix environment, across multiple projects in a medium/large sized organisation.

• Experience of working in an international NGO environment.
