OVERVIEW OF THE FUNCTIONS OF THE POST

UNESCO’s Communication and Information (CI) sector aims to promote freedom of expression, free, independent and pluralistic media, and to build an inclusive knowledge society. The CI Unit within the UNESCO works with all stakeholders including the government, civil society, academia, and media to achieve these goals.

II. Purposed of the Assignment

Since 2017, UNESCO has been assisting Timor-Leste in strengthening the self-regulatory mechanisms of the media with the hope of fostering an enabling environment for a sustainable, free, independent, and professional media in the country. In 2022, UNESCO is continuing its support to the Timor-Leste media community, as it faces new challenges, including media viability and the spread of mis/disinformation ahead of the 2023 parliamentary elections.

The incumbent shall provide assistance in the implementation of the programme and activities of CI Unit in Timor-Leste, within the framework of the project “Strengthening Media Self-Regulatory Mechanisms in Timor-Leste”, funded by the Netherlands Funds-in-Trust.  This project includes capacity-building activities for the Timor-Leste Press Council (TLPC), awareness-raising activities for the public about the role of self-regulatory mechanisms and the importance of free, independent and pluralist media as well as media and information literacy training for journalists and youth.

Duties and Expected Outputs:

Under the overall authority of the Director of UNESCO Office in Jakarta and direct supervision of the Programme Specialist of Communication and Information and in collaboration with the UNESCO team in Dili, the incumbent will support the Communication and Information Unit for the following tasks:

1. Serve as the local point of contact for the Communication and Information Unit, UNESCO Jakarta Office, ensuring effective project implementation and support to partners.

2. Provide regular technical and administrative support, including by monitoring project progress, final reports and financial disbursements to ensure conformity to work plans and alignment to UNESCOs rules & regulations.

3. Provide inputs for preparation of donor reports as required.

4. Build strong communication with key partners and ensure their involvement and ownership in coordination and implementation of project activities: the Timor-Leste Press Council (TLPC), National University of Timor-Leste (UNTL), Universidad Oriental (UNITAL), Timor-Leste Journalists Association (AJTL)

5. Prepare public information files (e.g., news items, infographics, audiovisual materials, etc.) for UNESCO website and social media channels in coordination with the CI and Public Information units.

6. Disseminate information on CI initiatives in Timor-Leste to ensure project visibility

7. Undertake any other related work assignments as requested by the CI PS of UNESCO Office in Jakarta.

Monthly progress reports summarizing the works and activities undertaken, based on the duties outlined above.

  1. Academic qualifications: University degree or advanced diploma in political sciences, communications, journalism (in lieu of relevant degree or diploma, 5 years of experience in the media industry will be accepted);
  2. At least 4 years of practical experience in project assistance/management, media and journalism
  3. Good knowledge of digital tools, including Excel, Word and PowerPoint
  4. Ability to work with minimal supervision
  5. Strong oral and written communication skills
  6. Experience in writing different types of publications
  7. Fluency in English and Tetum/Portuguese
  8. Working experience with United Nations agencies or other international development organization is an asset.
