Duties and Responsibilities
The Project Analyst - PVTG will be based in the FRA cell of The Tribal and Scheduled Caste Development Department, Government of Chhattisgarh, Raipur and will work under the overall direction of the Tribal Commissioner, The Tribal and Scheduled Caste Development Department, Government of Chhattisgarh and in close supervision and collaboration with Senior Project Analyst- Tribal Rights based at UNDP, Delhi.
The Project Analyst – PVTG, will work under the overall direction of the Commissioner, Tribal Welfare Department Government of Chhattisgarh and placed in the FRA Cell of the Tribal Welfare Department in Raipur and in close supervision and collaboration with National Senior Project Analyst – Tribal Rights, to bring in expert knowledge to support and monitor the specific development activities envisaged for the Particularly Vulnerable Tribal Groups, their livelihood enhancement and recognition of their forest rights, especially, habitat rights in the State of Chhattisgarh.
  • Provide technical support to the Tribal and Scheduled Caste Development Department, Government of Chhattisgarh to implement the Forest Rights Act, 2006 with specific focus to facilitate filling and realization of habitat rights for the Particularly Vulnerable Tribal Groups (PVTGs);
  • Coordinate and facilitate conducting of comprehensive survey of the 7 PVTGs in the State of Chhattisgarh for the consolidation of the list and the details of all the PVTGs community groups in the state.
  • Develop manuals and modules on general guidelines that would be helpful in initiating the habitat rights recognition process in other PVTG habitat pockets in the state effectively and efficiently in strict adherence to the provisions of the Act.
  • Identify potential areas for PVTG habitat rights recognition and Piloting in the areas for submission of claims
  • Provide technical inputs in preparation and issuances of guidelines, clarifications for realization of habitat rights for PVTGs. Provide technical handholding of District Administration and other stakeholders in the process of recognition of habitat rights for PVTGs.
  • Preparation of training resource materials, process documentation, habitat mapping guidelines etc.
  • Organize training programmes, consultations, and other cross learning initiatives on habitat rights for PVTGs;
  • Lead and undertake research and data collection related to PVTG communities for successful advocacy and decision making with regards to the benefits available to the PVTG communities under the Central and State schemes and the gaps therein.
  • Coordination among various overlapping and inter-linked Departments for convergence of various welfare schemes to optimize the overall development of PVTG communities and effectively upscale the CCD component of the state for better results.
  • Facilitate demonstration of integrated development models with accessibility of habitat, livelihood, and other basic services in PVTGs concentrated areas.
  • Any other task assigned by the supervisor.

Required Skills and Experience
Education:
  • Bachelor’s degree or equivalent in any of the following areas Social Science, Social work, international development, or related field with 2 years of professional experience is required OR Master’s degree or equivalent in any of the above areas is required.
Experience:
  • At least 2 years of experience in research and/or implementation of Tribal development program.
  • Experience of working on issues of livelihood and advocacy related to Tribals schemes and programmes especially the PVTG groups.
  • Prior experience in research and analysis of Policy and programmes related to Tribal development.
  • Working experience in Government or relevant multilateral institutions.
  • Sound knowledge of UNDP rules and regulations, policies, procedures, and practices.
  • Ability to establish, build, and sustain effective relationships, partnerships, and alliances, advocate effectively, and communicate sensitively.
  • Identifies problems and propose solutions Works as a team member.
Language Requirement:
  • Fluency in English is required and working knowledge in Hindi is an added advantage.
NOTE: This position is open for India nationals only
Remuneration starting at INR 13,54,068 (Annual) / INR 1,12,839 (Monthly) as per the salary scale depending on qualifications and experiences. The remuneration is excluding 8.33% pension amount paid over and above the salary.
