Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to four hundred staff in partnership with the Federal and State line ministries.


Reporting Lines

Under the overall supervision of the FAO Representative in Somalia and the technical supervision of the Head of Infrastructure Unit.


Technical Focus

The Civil Engineer will play a key role in the fisheries components of FAO Somalia emergency and development projects.


Tasks and responsibilities

The incumbent will be expected to possess demonstrated experience in designing and supervising marine located infrastructure. Experience in assessment of existing infrastructure and rehabilitation will be an added advantage.

• Plan, design, coordinate, supervise and where possible complete FAO’s infrastructure related activities on the SCRP – AF Fisheries project making best use of available financial and human resources and in line with FAO rules and regulations.
• Prepare and implement work plan in collaboration with the team and updating procurement plans for all site assessments works.
• Participate in multi-disciplinary teams assessing existing community fisheries infrastructure and making recommendations for improvement or new constructions in fishing communities.
• Conduct field missions to sites for assessment or construction and where not possible due to insecurity or other concerns, remotely guides Field Engineers in preparing, conducting, and reporting field assessments and design missions.
• Ensure that the highest possible technical standard is achieved in the delivery of products
• Collaborating closely with the Infrastructure Unit in Nairobi, and the Team of Field Engineers and Draughtsmen, prepare and advise on the preparation of bill of quantities and cost estimates for infrastructure identified for construction/rehabilitation and participate in the preparation of tender documents for infrastructure works to be implemented and/or studies to be undertaken
• Provide technical inputs to the evaluation processes for the selection of local and international contractors, as necessary.
• Prepare the TOR, support contracting and supervise implementation of any technical, feasibility studies or similar required before, during or after construction.
• Supervise construction/rehabilitation works as well as feasibility/baseline studies prepared by other agencies, check and approve reports on the construction/rehabilitation works as well as the studies and prepare recommendations for payments.
• Support in the development of technical specifications for the internal fittings and fixtures appropriate for fisheries facilities considering compliance with international standards, HACCP controls and improvements of fish handling at all stages of the supply chain.
• Monitor (remotely if necessary), and through Field Engineers team, the construction works funded by the project.
• Provide infrastructure construction/rehabilitation/maintenance training at all levels as needed.
• Contribute to project related technical reports.
• In collaboration with the project team, consults with Federal and Member State governments on their needs and expectations for infrastructure projects and takes into consideration their requests.
• Provide training to facility managers in operation of new facilities.
• Perform any other duties as assigned by the supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in civil Engineering or equivalent in relevant engineering fields from a recognised university
• Eight years of relevant experience in practical experience in identification, design, construction, and supervision of civil engineering infrastructure projects
• Working knowledge of English and Somali
• National of Somalia

• At least 5 years of experience in sub-Saharan African context and experience in Somalia is an advantage
• At least one assignment (design and or supervision) in fisheries area
