Your team

The ECAC Secretariat serves the European Civil Aviation Conference (ECAC) in promoting the continued development of a safe, secure, efficient and sustainable European air transport system within its 44 Member States. It sustains extensive activities in the safety, security, facilitation, environment and economics field.

Objective of the CASE II Project: The CASE (Civil Aviation Security) II Project is a four-year project funded by the European Union to deliver aviation security capacity building in three regions: Africa, Asia and the Middle East, using technical expertise provided by ECAC Member States (affiliated entities), partners or available within the project team. The project is implemented by the European Civil Aviation Conference (ECAC) under a Grant Contract.

Your role

Your role will be to:

  • Develop capacity-building activities (e.g. training courses, webinars, on-line training) and related documentation.
  • Organise and deliver on-site capacity-building activities in Partner States, acting as moderator of workshops, trainer and/or mentor.
  • Provide briefings to external experts (e.g. from ECAC Member States) participating in the delivery of CASE II capacity-building activities.
  • Prepare reports and other documents such as activity reports (description/evaluation of the situation on-site and recommendations) and assessment reports (measurement of outcomes of the activity, performance of other instructors).
  • Assess and review existing capacity-building activities based on feedback received during and after delivery in view of further improvement.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of at least 4 years in a relevant domain or professional training of an equivalent level.
  • A minimum of 4 year’s relevant experience in aviation security, including delivering training /capacity building and having international exposure.
  • Training and certification as a national and/or international auditor would be a strong asset. Training and certification as a trainer/instructor would be a strong asset.
  • Experience in aviation security, in one or several of the following fields: risk management; quality control; screening equipment and technologies, inspections/audits, landside security, etc.
  • Experience in delivering training and/or capacity-building activities in aviation security (e.g. drafting training courses).
  • Knowledge or understanding of ECAC/EU requirements and policies and understanding of ICAO standards and policies.
  • Experience in delivering aviation security activities in Partner States (Africa, Asia, Middle East) would be a strong asset.
  • Communication: you foster two-way communication.

  • Planning & organising: you know how to plan ahead and adapt as required.
  • Problem solving: you anticipate and solve business issues.
  • Analytical thinking: you analyse information and identify relationships.

  • The working languages are English and French. For this particular job, candidates must be proficient users of French at level C1. The selected candidate will have to become at least a basic user of English at level A1 before the end of the probation period.
    The levels relate to the Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be considered from nationals of ECAC Member States.
  • The successful candidate will be administratively assigned to the EUROCONTROL Experimental Centre in Brétigny-sur-Orge and seconded to the ECAC Secretariat, in Neuilly-sur-Seine, France.
  • The selected candidate will be offered a contract for a limited-term, ending on 31.12.2023.
    The CASE II Project was originally planned to be completed by end December 2023, however, there is a possibility of extension until the end of 2024. In this case and if the performance is satisfactory, the contract may be extended.
  • Contract staff are considered internal candidates after having performed three years of service.
  • The successful candidate shall be appointed in principle at the basic grade of the advertised grades.
  • Before being established in the post, he/she will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
  • In the case of a reserve list, suitable candidates not selected for a post will be placed on a reserve list for similar functions. The period of validity of reserve lists is one year from the closing date of applications.
