Organizational Setting

Bangladesh is a highly populated and agriculture dependent country, but climate change impacts, unsustainable agricultural practices, land degradation and over exploitation of natural resources threaten to undermine its agricultural development trajectory. To stem these trends, several projects are being implemented and formulated aimed at promoting a transition to more productive and sustainable agriculture at national and local levels. FAO supports the Ministry of Environment, Forest, and Climate Change (MoEFCC) in ongoing programs related to land restoration, reforestation and REDD . The Bangladesh Forest Inventory (BFI) was designed and carried out by the Bangladesh Forest Department under the MoEFCC with support from FAO from 2016 to 2019. A second cycle of the inventory is planned which FAO may expect to support, including an update of the socioeconomic data collected in the first survey.


Reporting Lines

The Forest Management Plan Preparation Specialist is SC9 and will work under the overall managerial administrative leadership of the FAO Representative in Bangladesh, direct supervision of the International Consultant for Forest Inventory and Assessment, and the technical backstopping of the Lead Technical Officer (LTO) at FAO Bangkok.


Technical Focus

The Forest Management Plan Preparation Specialist will be a part of a national team to provide technical assistance in the areas of capacity building, institutional strengthening, planning and implementation of forest-related projects.


Tasks and responsibilities

● Write and publish Forest Management Plans in Forest Divisions and/or Protected Areas which consider biophysical and socio economic and community inputs;
● Review thoroughly the information prepared from the biophysical and socio economic surveys of the Bangladesh Forest Inventory;
● Provide inputs to management plan templates to improved their usability;
● Conduct consultation workshops and interviews with local communities impacted by tree and forest resource availability;
● Work closely with SUFAL project personnel to make use of the socio-economic data collected by the SUFAL project;
● Consult with SUFAL and FD staff and decision makers to understand their needs from the Forest Management Plans;
● Other tasks as assigned.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

● Master’s Degree in Environmental Science, or Forestry, or any related discipline;
● At least five years’ experience in stakeholder consultation process and preparing socio-economic and/or natural resource information;
● Working knowledge (level C) of English; limited knowledge (level B) of one of FAO official languages (French, Spanish, Chinese, Arabic or Russian)

Technical/Functional Skills

● Methodological knowledge and extensive practical experience with stakeholder analysis, participatory situation and needs analysis, community-level natural resource management, smallholder livelihoods, sustainable farming systems
● Familiarity with surveys related to natural resources and socio-economic needs
● Experience in analysis of forest inventory and socio-economic indicators and variables is an advantage
● Demonstrated capacity in collecting/compiling and analyzing data and preparing reports
● Ability to use standard office software such as MS-Office
