Thailand: Consultant for GCF Readiness Support for Improving No-objection Proc

Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

Since 2014, the Global Green Growth Institute (GGGI) has worked with the Royal Thai Government (RTG) to establish a strong green growth foundation for Thailand. In early 2016, Thailand, with the Cabinet’s approval, became a GGGI member country. Housed in the Office of Natural Resources and Environmental Policy and Planning (ONEP) under the Ministry of Natural Resources and Environment, GGGI proactively supports the RTG in the transition to a green economic development model.

This consultancy will support the Green Climate Fund (GCF) related country processes in improving No-objection Procedure, updating of Thailand’s Country Programme on Climate Change, and developing Climate Finance Strategy. Under the overall guidance of Country Representative and close supervision of the Project Lead, the Consultant will support the nomination of a GCF Direct Access Entity for Thailand.

 
OBJECTIVES OF THE ASSIGNMENT

The objectives of the assignment are to (1) Review and improve the existing no-objection procedure considering best practices, updated national policies and priorities, made suitable for both public and private sector proposals and in line with GCF investment criteria and guidelines; (2) Update Thailand Country Programme on Climate Change that is in line with updated NDC, Climate Change Master Plan, LT-LEDS, and potential adaptation and mitigation investment opportunities to guide GCF investment and programming of readiness support resources; and (3) Develop National Climate Finance Strategy with potential funding sources for an effective and efficient climate finance architecture to support updated climate change policies, plans and strategies, including NDC and their implementation in Thailand.

DELIVERABLES AND PAYMENT SCHEDULE

GGGI is looking for a consultant who applies specialized technical knowledge in climate change and green financing assessment and strategy development, policy formulation, institutional capacity support and multi-stakeholder engagement for improving GCF no-objection procedures, updating Thailand Country Programme on Climate Change, and developing Climate Finance Strategy.

The consultant will be responsible for the following outputs, activities and deliverables (please note that numbers of outputs, activities, and deliverables are not in sequential order because they are aligned with the project proposal).

Output 1.1.1 No-objection procedure improved

-   Review the process and check list (criteria) for NOL, determine best practices and suitable system for public and private sector proposal submission through a consultative process with relevant stakeholders.

-   Improve the no-objection procedure based on the review of current process and recommendations from a consultative process.

Output 1.1.2 NDA staff and other stakeholders have access to knowledge on proposal evaluation with regards to the improved no-objection procedure

-   Deliver a capacity building workshop for NDA and relevant stakeholders on proposal evaluation with regards to the improved no-objection procedure.

Deliverable 1.1.2: 1 workshop report, training materials, pre- and post- training survey.

Output 2.1.1 Updated Thailand Country Programme developed

-   Assess the current TCP and conduct 1 multi-stakeholder consultation workshops to obtain technical inputs to update the TCP and “Handbook for Green Climate Fund in Thailand”

-   Update the TCP based on stakeholder consultations and desk review of current country context and priorities, alignment with relevant climate change plans, strategies and policies, and the GCF Country Programme Guidance which includes the development of a pipeline of country projects.

-   Update the Handbook for Green Climate Fund developed in 2018, in line with the draft updated TCP, improved no-objection procedure and feedback from stakeholder consultations

-   Conduct 1 multi-stakeholder validation workshop on the updated TCP and handbook.

Output 2.2.1 Climate finance strategy developed in Thai and English

-   Conduct 1 consultation workshop as well as desk study, assessment, and situation analysis on financing gaps and needs in line with the updated NDC, current and expected public and private financing from domestic and international sources, potential private sectors in domestic and regional level, and investment opportunities and instruments to inform financing priorities and strategies.

-   Based on the assessment, situational analysis and consultations, draft the climate finance strategy, which will be an input to the updated TCP and support the identification of priority projects for GCF funding.

-   Define and engage with ~10 potential private sectors in domestic and regional level to get their insights and feedback on the draft climate finance strategy.

-   Conduct 1 validation workshop to receive feedbacks and recommendations and validate the draft national climate finance strategy. The final climate finance strategy will be available in Thai and English.

Deliverable 2.2.1a: 1 situational analysis report prepared based on the consultation workshop, desk study and assessment, including a workshop report.

Deliverable 2.2.1b: Draft climate finance strategy prepared in Thai and English

Deliverable 2.2.1c: Report with highlights of the discussions and inputs from the consultations with ~10 potential private sectors.

Deliverable 2.2.1d: 1 workshop report and final climate finance strategy in Thai and English.

The consultant will organize regular bi-weekly meetings with GGGI and ONEP to review progress against activities, discuss and plan immediate next steps, pose questions which may arise and receive feedback and guidance. Brief notes from these meetings will be prepared and circulated so actions agreed can be followed-up. These meetings may sometimes be every 3 weeks or monthly depending on other activities and availability of GGGI and ONEP staff. GGGI will cover the budget for organizing multi-stakeholder consultation, validation, and training workshops as specified in the forementioned outputs, activities and deliverables above.

    • The Consultant shall submit the Final Report which should reflect the outcome of all activities prepared by the consultant. The report should also give recommendations for further activities to be carried out in order to secure a long-term sustainable development of the measure.
    • All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
    • The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application.
    • All outputs must be in English. In addition, the Consultant may be required to submit the outputs in other languages. 
    • Final report must be approved by the GGGI with the agreement of the ONEP. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report. 

 

EXPERTISE REQUIRED

Given the nature of the consultancy, the Consultant is expected to have at least 8 years of experience in developing climate change and/or environmental policy and plan, as well as climate finance strategy. The Consultant must demonstrate their past experiences that are relevant to improving no-objection procedures, updating Thailand Country Programme on Climate Change, and developing Climate Finance Strategy.

QUALIFICATIONS
    • Master’s Degree or equivalent in Finance, Strategy, Economics, Environment Studies, International Development/Affairs, Public Policy, and Sustainable Development
    • Preferably 8 years of experience in climate change and green financing assessment and strategy development, policy formulation, institutional capacity support and multi-stakeholder engagement
    • Experience in GCF processes or in similar multilateral instruments 
    • Experience in engaging with NDA, relevant government ministries, potential national DAEs, private sector, AEs, non-state actors, development partners and private sector to become project partners, co-developers, investors, etc.
    • Experience in highly developed technical and strategic knowledge of planning, policy and strategy, infrastructure services, alternative financing, institutional reforms, and governance.
    • Experience in undertaking research, analyzing country trends, and drawing lessons learned
    • Experience in organizing multi-stakeholder consultation meetings/workshops
    • Ability to conduct desk research on international bast practices on no-objection procedures, Country Programme on Climate Change, Climate Finance Strategy
    • Ability to think critically and synthetically across fields and topics as well as develop critical and synthetical report is a must.
    • Ability to work independently and/or remotely, while maintaining productivity.
    • Excellent oral, reading, listening and written skills in both Thai and English
    • Excellent interpersonal skills to interact effectively with all levels of staff and partners from diverse cultural backgrounds.
