Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Information Systems and Telecommunication (IST) Section, located in DMA (division of management and administration), is responsible for the strategic planning and development of ICT solutions and services, information security, sourcing of information systems and equipment to support business needs and for the maintenance, availability, reliability, and quality of performance of information and telecommunications systems and services globally in all UN Women offices.

As part of organizational digital transformation journey, UN Women is migrating and implementing Oracle Cloud ERP (Enterprise Resources Planning) platform from the current legacy Peoplesoft ERP platform, through a joint inter-agency project including UNDP, UNFPA, UNV, and other agencies. The project scope includes all key ERP modules covering human resources, project management, procurement and financials management.

Under the overall guidance of Chief IST Office and direct supervision of Manager Enterprise Applications, the incumbent is responsible for business requirements analysis, design, configuration, testing, rollout and maintenance of Budgeting and Financial modules of Oracle Cloud ERP Platform for UN Women. The incumbent promotes a client, quality, and results-oriented approach. The incumbent works in close collaboration with business stakeholders including Finance, Budget and Procurement teams and lead ERP partner agency (UNDP) to ensure consistent service delivery and to resolve complex technical issues and system delivery to meet the business needs.  

Duties and Responsibilities

Design, development, maintenance and enhancement of Oracle Cloud ERP Financials modules for UN Women:

  • Document specifications, user stories, workflows, use case scenarios to map and validate the business requirements with Oracle Cloud ERP Financial functionalities
  • Analyze required business process improvements and assists with required change management practices to facilitate the necessary business process changes to meet the future state designs
  • Conduct Fit/Gap analysis, process mapping, root-cause analysis and requirements elicitation
  • Develop functional specifications and high-level prototypes
  • Liaise between the implementation team and business stakeholders to translate user requirements into Oracle Cloud’s system language.
  • Design and configure assigned modifications, interfaces, and reports based on functional requirements
  • Develop and validates use cases, integration test plan and scripting

Provide Oracle Cloud ERP platform and end-user support:

  • Investigate and resolve application functionality related issues and provide support for issues and matters surrounding system utilization, functionality and data
  • Analyze data contained in ERP databases and identify data integrity issues with existing and proposed system changes and implement solutions;
  • Verify database and data integrity
  • Make recommendations for enhancements and improvements based upon lessons learned
  • Provide functional guidance to business users and other stakeholders to implement and optimize business processes for financial modules
  • Develop product documentation including user guides and implementation guides.

Coordination and Liaison:

  • Participate in cross-functional team meetings for the resolution of business and system issues and process alternatives
  • Liaise with users in business units, UNDP, UN Women IT team and governing bodies and provide specialized advice to users
  • Act as production support for the UN Women’s ERP platform and related systems and coordinate with external vendors for the resolution of any issues
  • Work closely with key stakeholders in business units to gain an understanding of the processes, needs and requirements for the proposed system enhancements and rollout
  • Liaise between UN Women business units, IT teams, and vendors to articulate processes and procedures, identify and resolve problems, perform system maintenance and improvements, implement project tasks and recommend improvements to the ERP systems
  • Collaborate with internal and external auditors and legal specialists to ensure that the System related policies, processes and procedures comply with UN regulations.

Training and technical support:

  • Conduct trainings, demos and use case elaboration using Oracle Cloud financial modules to different user / business communities across the organization
  • Train and support the users in terms of migrating to new Oracle cloud ERP system and post-go live continuous training progarmme
  • Provide analytical and technical support to the business units in UN Women and other stakeholders on the effective utilization of ERP system.

Provide any other support as requested by the supervisor

Required Skills and Experience

Education and certification:

  • Master’s Degree in Computer Science, Engineering, Information Systems, Business Administration or related discipline; a first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum of five years of experience with Oracle Cloud ERP in these modules: General Ledger, Accounts Payable, Accounts Receivable, Asset Management, Procurement
  • Experience in at least 2 implementations of full lifecycle Oracle ERP Financials modules including hands-on configuration, preferably using the Oracle Cloud ERP and PeopleSoft ERP platforms
  • Experience assisting in the definition of systems strategy, gathering and documenting business requirements, leading fit-gap analysis, as-is and to-be business process designs, conference room pilots (CRPs) functional configuration, testing, client user training.
  • Experience in design and implementation of application Interfaces with ERP and external systems
  • Experience in Datawarehouse & Business Intelligence technologies is highly desirable.
  • Experience with UN entities in ICT projects is desirable
  • Experience in Project and Grants Management modules of Oracle Cloud ERP is highly desirable.

Language Requirements:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset.
