The Science, Technology and Innovation Directorate (STI) helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Digital Economy Policy (DEP) Division of the STI is responsible for developing evidence-based policies through multi-stakeholder processes that i) stimulate the growth of an accessible, innovative, open, inclusive and trusted digital economy for sustained prosperity and well-being, and ii) leverage the potential of ICTs, in particular, the Internet, and digitisation to achieve key socio-economic goals such as improving productivity, providing opportunities for new jobs, contributing to mitigate environmental pressures and improving health outcomes and the quality of life in general. A strong measurement agenda builds the evidence base upon which policy recommendations are derived.  DEP collaborates with other parts of the Organisation on horizontal issues such as information and communication technologies (ICT) in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for, among other things, maintaining the Global Recalls Portal, the Going Digital Toolkit, the Broadband Portal and the OECD.AI Policy Observatory.

STI/DEP is looking for an Economist/Policy Analyst to support its work on artificial intelligence policy, the OECD.AI Policy Observatory, the DEP’s Working Party on AI Governance (AIGO), and the OECD.AI Network of Experts.

The selected person will work under the supervision of the Head of Unit in charge of the AI policy work within DEP, under the direction of the Head of the Digital Economy Policy (DEP) Division in STI.

Main Responsibilities

Analysis and drafting

  • Carry out policy, economic, legal and/or technical analysis on topics covered by the Working Party on AI Governance (AIGO) and the OECD.AI Network of Experts on AI related to AI policy and regulation. Topics include, for example, work on AI national policy and regulatory developments, AI risk approaches and accountability mechanisms, AI incidents reporting and analysis, AI foresight work, analysing trends in AI developments and more.
  • Conduct analysis and draft reports in these areas with the contribution of team members and of AI experts, and manage the development and publication process.
  • Help maintain and improve OECD.AI Policy Observatory resources and tools, such as the database of national AI policies and regulation, information on AI legislative developments, AI incidents, and the catalogue of tools for trustworthy AI.
  • Develop and analyse cross-country indicators and visualisations on AI trends and developments, including on the diffusion of AI services and technologies, to help in comparative policy analyses.
  • Contribute to flagship publications and country and regional reviews, with a focus on AI policy reviews.

Liaison and communication

  • Participate, as required, in horizontal and multidisciplinary projects and activities of STI and the OECD. Liaise and plan internal OECD coordination on issues related to AI.
  • Help plan and organise meetings of national government delegates and of AI experts from the private sector, civil society, trade unions, the technical community and academia in connection with the Organisation’s work programme in the above areas.
  • Liaise with national contact points, delegates, AI experts and partner organisations as needed.
  • Contribute to the external visibility of the DEP work on AI, for example by drafting blog posts and articles, engaging in social media, participating and presenting initiatives at workshops, conferences, etc., and liaising with media as appropriate.

Ideal Candidate Profile

Academic Background\:

  • An advanced university degree in economics, law, computer science or a related subject.

Professional Background\:

  • Minimum three, preferably five years’ experience in qualitative and/or quantitative policy analysis, preferably on AI-related matters.
  • Experience with composite indicators and metrics development; designing methodology and structure, developing assessment criteria and carrying out assessment, as well as scoring and reporting.

Tools\:

  • Experience in the use of IT tools for data management and analysis as well as a strong desire to learn and understand the technical environment in which the OECD and OECD.AI Policy Observatory operates.
  • Knowledge of survey and data management good practices would be an asset.
  • Computer science or software development would be an asset.

Languages\:

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

Contract Duration

  • 13-month fixed term appointment, with the possibility of renewal.

  • Depending on level of experience, monthly salary starts at either 6,415 EUR or 7,915 EUR, plus allowances based on eligibility, exempt of French income tax.

This position is twin graded A2/A3. Appointment will be based on the candidate’s level of experience and demonstrated ability to perform the functions at the expected level.
