Job Summary:

The Force Contracts Analyst (FCA) provides first line operational day to day management responsibility of the Force’s Egyptian Labour Supply Contracts. This includes liaising between all operational departments utilizing Egyptian Labour. The FCA will be the first line of management for resolving issues between the Egyptian Labour Force (ELF) and the MFO. This is a respected and trusted position and an important aspect of operational effectiveness. The Contract provides over 800 workers. The job demands stealth and sensitivity during engagement with all stakeholders. The incumbent is expected to show respect for cultural and religious practices and to always ensure respect is maintained by all MFO Members.

The FCA undertakes a monthly management meeting with the Labour Supply Contractor’s local Management to capture and report issues associated with quality of service, disciplinary actions, excellent service awards and any other business. Major issues are escalated to the FCM for the quarterly Cairo meeting with Care Services Directors.

The FCA liaises directly with ELF management to create an efficient Invoicing and reporting system and checking and confirming monthly invoices are correct. 

The FCA compiles and maintains accurate financial and budget information of all major Force Contracts in SAP including financial account management of the Contract providing Management and Technical Egyptian Labour (CMTS) contract.

The FCA provides the FCM with administration and management information for all Force contracts. The FCA will occasionally act as alternate for the FCM and has designated signature authority.

 The FCA will occasionally undertake work directly for the MFO Directors in Rome and the Force Commander and his team in the Sinai.

Responsibilities:

  •  Prepare management reports that summarize contractor’s performance.
  • Check and process invoices with responsibility for the Labour Supply Contract. 
  • Work with the Force Finance Office to forecast the Labour Supply budget, providing budget and variance reports as required.
  • Maintain a professional and collaborative relationship with the Labour Supply contractor. Be the first level of management of risks, issues, and conflict resolution between the contractor and the Force. Use negotiation and compromise where appropriate to achieve positive outcomes.
  • Advise senior management on contract compliance and Egyptian Labour Law issues when required.
  • Assist the FCM in preparing Requests for Proposal and drafting Force contracts. Recommend modifications to standard forms of contract if applicable.
  • Maintain contractual logs and registers.
  • Generate correspondence, reports, forms, meeting notes and other documents as required.
  • Coordinate with Force staff as necessary for Camp access for contractor’s personnel and vehicles.
  • Assist the FCM with maintaining contracts and supporting information in SAP, payment certification and release procedures.
  • Perform other duties as assigned.

Knowledge, Skills and Abilities:

  • SAP Experience is essential. This a high-end SAP user position
  •  Excellent computer skills using the MS Office Suite
  •  Contract Administration and spread sheet management experience
  •  Knowledge of accounting practices is desirable.
  •  Excellent planning and organization skills to manage contract information on multiple systems.
  •  Excellent communication skills to support contract negotiations and manage conflict.
  •  Excellent written and spoken English. 
  •  Ability to analyze the detail of contract communications and identify risk.
  •  Hold a valid Home Country driver`s license and be able to obtain and maintain an appropriate MFO driving license. 

Education and Experience:

  •  Degree Qualified
  • CIPS or RICS Membership or equivalent
  • SAP Experience
  • 5 years’ experience managing contracts, preferably multi-activity or operations and maintenance contracts, including: quality assurance, contracting, procurement, operations management, preferably with experience of military contracts management. 
  •  Work experience in the Middle East
  •  Experience working in austere environments
