UNDP Pakistan works with the Government and communities to develop and implement local solutions to development challenges. In an evolving development context, UNDP supports the efforts of Government of Pakistan to build a more equitable, prosperous, peaceful and resilient society, and to achieve its SDGs and COP25 targets.
The country is faced with water scarcity, loss of land productivity, environmental degradation, biodiversity loss and extreme weather events due to climate change and variability. The environment and climate change unit (ECCU) oversees, coordinates and manages implementation of porgrammes that promote sustainable development through greater progress in environmental protection. The unit manages a diverse portfolio of programmes and projects that focus on climate change adaptation and risk management, green economy, sustainable land use management, sustainable and alternate energy, natural resource management, risk financing and disaster risk reduction through multiple stakeholders.
ECCU is supporting projects across country to respond to the growing threat of climate change; to mainstream environmental concerns into national development planning processes; and to expand access to environmental and energy services for the poor. In particular, UNDP has sought to ensure that the poor have stronger capacities to manage, adapt to and monitor climate change.
Climate Change is a huge development challenge as well as a huge environmental challenge. It is a growing problem and now and hitting the poorest and the most vulnerable first and hardest.
The effects of climate change also weigh disproportionately on the poorest, women, children and the disabled. Successful climate change adaptation, coupled with forceful mitigation, holds the key to human development prospects. The proposed project aims to provide assistance and support to the GoP and its partners in the field of environmental sustainability and increased resilience to climate change and natural disasters at national, provincial and local level.
The United Nations Development Programme (UNDP), acting as an implementing agency of the Multilateral Fund for the implementation of the Montreal Protocol is providing assistance to Ministry of Climate Change, Government in the implementation of the activities under the Institutional Support component to the Montreal Protocol project.
The government of Pakistan signed and ratified the Montreal Protocol on the substances that deplete the Ozone Layer in 1992. National Ozone Unit was created in the devolved Ministry of Environment to monitor the implementation of the various ODS phase out projects in collaboration with the national and international stakeholders to fulfill country’s commitments under the Montreal Protocol. National Ozone Unit is responsible for enactment of policies/regularity measures to regulate the import of ODS and extend assistance to the ODS based industry into ozone friendly technology through the implementing agencies (UNDP, UNEP, and UNIDO) with the financial assistance of the Multilateral Fund.The project will be implemented through the existing structures of the government and following a market based approach to the generation, supply and access of information. Nonetheless, the project provides for some additional personnel mainly to coordinate support, and technically assist its implementation.
Currently, under the UNDP strategic Plan 2018-2022, Outcome 2 (UNDSF Outcome 6), MP project aims to support the government of Pakistan and its key partners through the following main areas:
Implementation of the overall project strategy
- Thorough analysis and research of the political, social and economic situation in the context of the project as and when appropriate.
- Identification of areas for support and interventions within the thematic/sectoral areas assigned.
- Project processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.
Ensures effective management of the project focusing on quality control from formulation to implementation of the overall project:
- Effective application of RBM tools, establishment of management targets and monitoring achievement of results.
- Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
- Coherence and articulation with Environment and Climate Change portfolio, ensuring integration of programme functions in cluster interventions, particularly those related to Climate Change Adaptation and Mitigation and environmental management.
- Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of projects.
- Follow up on audit recommendations. All exceptions are timely reported.
- Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
- Support programme management in other practice areas as required
Ensures provision of top quality advisory services and facilitation of knowledge building and management:
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to country policy and programme goals.
- Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
- Sound contributions to knowledge networks and communities of practice.
- Contribution to knowledge building and policy development in support of the coupling of environmental management and Climate Change mitigation strategies.
Ensures creation of strategic partnerships
- Development of partnerships with other related organizations, UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on overall outcome of the project strategic goals and donors’ priorities.
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Decision Making in ongoing interventions
- While carrying out day to day project engagements, the project manager will require to take on spot decisions that are in line with the country office policies and strategies
- Crucial decision making is required while creating and strengthening partnerships with the private sector, thus generating more resources and enabling new partnerships

Ensures integration of various programmatic functions
- The National Project Manager will ensure to carry out in depth analysis of the project at the designing and implementation phase to create synergies and in order to save resources and develop partnerships
- Various sector collaboration will be ensured through effective planning.
- The National Project Manager will be required to engage with international/national private entities to develop synergies and generate additional funds
- S/he will also engage local CSO’s in implementation of the projects across Pakistan
Under direct supervision of UNDP Assistant Resident Representative and National Project Director (MP project), the National Project Manager has the authority to run the project on a day-to-day basis on behalf of the Project Steering Committee (PSC). The National Project Manager is responsible for day-to-day management and decision-making for the project. The Project Manager’s prime responsibility is to ensure that the project produces the results specified in the project document, to the required standard of quality and within the specified constraints of time.
Provide support to the NPD and will not have any management authority of its own except as explicitly specified in the TOR. In the spirit of the devolved implementation, her/his main role will be to enable and support the project activities as per the approved Annual Work Plans. S/he will also be the UNDP principle liaison for the project on a day to day basis. This will be a full-time position with the following key duties and responsibilities:
- Assist NPD in preparing the Executive Committee Meetings and following up on its decisions.
- Gather the component work plans and budgets and consolidate them into the project’s overall work plans and budget for approval of the PSC.

Carry out the monitoring and evaluation procedures per UNDP agreed policies and procedures, including, among others:
- Oversee the day-to-day monitoring of project implementation. Keep a watchful eye and closely follow up progress in implementing the different components, and timely alert NPD to any major bottlenecks or issues affecting implementation;
- Ensure progress reports of implementations by the component leads are adequate and received in time; consolidate these reports into the project overall progress and management reports, e.g., QPR, APR, Terminal reports for submission to UNDP and MOCC as and when required.
- In consultation with stakeholders, recommend modifications to project management to maintain project’s cost-effectiveness, timeliness, and quality project deliverables (adaptive collaborative management) to be approved by the Project Steering Committee
- Facilitate all meetings of the MoCC in relation to the project
- Maintain effective communication with project partners and stakeholders to dissemination project results, as well as to facilitate input from stakeholder representatives as project partners
- Support the independent terminal evaluation as and when required
- Ensure full compliance with the UNDP branding policy
- Manage the project’s overall account keeping track of allocations according to approved work plans and budgets;
- Prepare summary of expenditure against the approved budget allocation for use and consideration of the NPD and UNDP as required;
- Supervise the work of all project staff; and,
- Undertake any other tasks in relation to the Project Manager role as mutually agreed with the NPD and UNDP
