The Trade and Agriculture Directorate (TAD) provides relevant and timely analysis and tools in support of governments’ efforts to improve their trade, agriculture, food and fisheries policies at the domestic and international level. TAD services three Committes and their sub-bodies\: the Trade Committee, the Committee for Agriculture and the Fisheries Committee.
In the context of the Accession process, different teams in TAD are going to be conducting accession reviews, whereby candidate countries’ policies, in the fields of trade, agriculture and fisheries, will be described and analysed in light of the relevant Committees’ work.
TAD is looking for several Junior Policy Analysts (JPAs) to contribute to accession reviews focussing on fisheries policies and export credit policies. The JPAs will be expected to support these reviews by collecting country-level data and policy information on the sector of focus, using OECD analysis templates and approaches, including policy indicators, to evaluate policies. The JPAs will also take part in bilateral exchanges with policy makers and stakeholders in the candidate countries, and support policy discussions between representatives of OECD Member countries and the candidate countries. The JPAs will report to the Analysts and/or the Head of Division or Head of Unit overseeing the accession process in the relevant TAD teams.
Main Responsibilities
Research, Analysis and Drafting
- Contribute to efforts in the OECD to monitor and analyse sectors [e.g. fisheries, export credits or agriculture] performance and policies at the country level. In doing so, work closely with analysts leading analysis on related subject matters.
- Assist the analysts in the drafting of reports and publications designed for a policy audience, conducting background research as required.
- Contribute to the preparation of policy notes, presentations, and briefing material that are clear, concise and relevant for policy makers.
- Keep abreast of national and international developments in relevant sectoral policies; inform colleagues of these developments as appropriate.
Liaison and Representation
- Engage in bilateral exchanges with candiate countries’ policy makers and stakeholders and support policy discussions between OECD member countries and the candidate countries.
- Participate in meetings of the Trade, Agriculture or Fisheries Committee as appropriate, and assist in the preparation of events or expert meetings (including preparation of aide-memoires and carrying out other organisational tasks).
Ideal Candidate Profile
Academic Background
- An advanced university degree in economics, law or a related subject.
Professional Background
- At least two years’ experience in research and policy analysis, fisheries, environmental economics or in trade finance.
- Proven capacity for sound analytical and policy-orientated work; ability to effectively execute research or project assignments; proven ability to synthesise technical and policy-orientated issues for audiences at governmental or intergovernmental level.
- Proven ability to master new topics rapidly, and to draft clear and concise material, including under short deadlines.
Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
- Knowledge of other languages would be an asset.

Contract Duration
- One year fixed term appointment, with the possibility of renewal.
- Monthly base salary starting from 5,021 EUR, plus allowances based on eligibility, exempt of French income tax.
