The Operations and Management Directorate (OMD) provides corporate services to all SPC Divisions and Programmes. It consists of three key departments: Finance, Human Resources and Information Services. OMD is focused on improving the effectiveness of systems, policies and management to provide high-quality customer-oriented services.

The role The Human Resources Officer - Suva will be responsible for effectively managing the end-to-end recruitment cycle of all local recruitment within Fiji and supporting international recruitment. The HR Officer Recruitment will provide support and guidance to hiring managers by delivering a high-quality service and effective recruitment processes to address local and international resourcing requirement and staffing solutions.

 The key responsibilities of the role include the following:

  

Local Recruitment Management

  • Manage the end-to-end recruitment cycle for all local recruitment assignments in Fiji.
  • Effectively utilise the recruitment system on a daily basis to efficiently manage recruitment.
  • Through direct liaison with hiring managers, provide advice and guidance on the requirements of the job descriptions.
  • Prepare recruitment notices for local positions.
  • Keep track and report on the recruitment process for local positions.
  • Monitor applications until closing date, shortlist based on key selection criteria and present shortlist to hiring managers.
  • Advise and guide selection panels during the selection process.
  • Prepare employment offers for local staff and verify the terms and conditions of service.
  • Responsible for the reference checking and psychometric testing of all candidates for local positions.

International Recruitment Management

  • Manage the end-to-end recruitment cycle for international positions.
  • Write recruitment notices for international positions.
  • Post international roles onto a variety of global job boards and websites.
  • Provide relevant advertising options to hiring manager for international positions and ensure budget is available.
  • On behalf of the HR Adviser Recruitment, arrange and schedule interviews for international positions on an ad-hoc basis.
  • Assist the recruitment team to deliver on recruitment assignments for other SPC offices across the Pacific region.

Internships

  • Advertise internship expressions of interest internally and externally using the recruitment system.
  • Ensure all manual applications received for internship opportunities are registered on the recruitment system.
  • Assist and provide advice on internship policy and ensure that divisions adhere to the internship policy and process.
  • Vet applications and forward suitable candidates to hiring managers.
  • Once intern has been selected, forward all relevant information to HR Officers for agreement generation.

HR Projects and Deliverables

  • In collaboration with the HR certified job evaluators, size and evaluate roles after ensuring the descriptions are coherent and duties are well encapsulated.
  • Support the whole HR Team with integrated initiatives and key projects across all locations.
  • Identify process improvements within the whole HR Team across all locations. Assist the HR team with the implementation of new or revised processes

Key selection criteria

Qualifications

  • Bachelor’s degree in human resource management, public or business administration.

Technical expertise

  • At least 4-5 years of human resources experience, with a strong focus on recruitment.
  • Proven ability to contribute to the streamlining and automation of the recruitment process.
  • Ability to apply human resources rules and regulations in a fair and consistent manner.
  • Ability to manage the recruitment of multiple positions at any given time with varying deadlines and timeframes.
  • Ability to facilitate and conduct interviews.
  • Ability to advise, support and influence hiring managers throughout the recruitment process.
  • Excellent computer skills and proficiency in the use of MS Word, Excel and Power Point.
  • Excellent time management skills and organisational skills.
  • Ability to liaise with staff at all levels of the organisation.

Language skills

  • Excellent verbal and written communication skills for effective communication in English.

Interpersonal skills and cultural awareness

  • Ability to work in a multi-cultural, inclusive and equitable environment.
  • Knowledge of Pacific Island countries and territories is an advantage

Salary, terms and conditions

Contract Duration – This vacant position is budgeted for 3 years and is subject to renewal depending on performance and funding.

Remuneration – The Human Resources Officer - Recruitment is a Band 8 position in SPC’s 2022 salary scale with a starting salary range of SDR (special drawing rights) 1,994-2,493 per month, which converts to approximately FJD 5,883–7,354 (USD 2,852–3,565; EUR 2,393–2,991). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji SPC provides a housing allowance of FJD 1,350–3,000 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8% of salary, to which SPC adds a matching contribution).

Languages – SPC’s working languages are English and French.
